Cities are an important carrier for the comprehensive construction of a socialist modernized country. Maintaining urban vitality is an inherent requirement for enhancing the momentum of modernization construction and an important lever for realizing the needs of the people for a better life. The Central Urban Work Conference held in 2015 proposed to "build modern cities that are harmonious, livable, vibrant, and distinctive.". Urban construction is an important engine of Chinese path to modernization. In the new journey of Chinese path to modernization, we should thoroughly implement the requirements of the CPC Central Committee on building a dynamic modern city, adhere to the path of urban development with Chinese characteristics, and strive to promote the simultaneous development of dynamic urban construction and modernization, fully reflecting the myriad aspects of Chinese path to modernization. 1. What is a vibrant city and what is urban vitality? Cities are the centers of economic, cultural, social, ecological and other activities, playing a leading and driving role in modernization construction. Urban vitality is a comprehensive reflection of urban modernization and prosperity, reflected in all aspects of urban development. Since the 18th National Congress of the Communist Party of China, various regions have adapted measures to local conditions and actively practiced the important concept of people's cities, striving to promote economic vitality, social prosperity, cultural inclusiveness, and harmonious coexistence between humans and nature. The practice of dynamic cities has achieved significant results. Economic vitality is the most important manifestation of urban vitality. Cities with abundant economic vitality, while continuously strengthening their own strength, can also activate various dimensions of urban vitality and drive the common development of the entire region's economy. In the practice of promoting economic activity and prosperity in urban construction, some cities continuously enhance their core functions, enhance their comprehensive economic level and influence. Shanghai follows the national strategy of serving the country, focusing on the construction of five centers including international economic center, financial center, trade center, shipping center, and science and technology innovation center, to continuously enhance the city's core competitiveness and global influence. Some cities have deeply implemented innovation driven development strategies, fully demonstrating economic resilience and innovation vitality. As an important pillar of economic vitality in the Guangdong Hong Kong Macao Greater Bay Area, Shenzhen should seize new opportunities for technological innovation and new economic development, and build a "city of innovation"; Out of every 1000 citizens in Shenzhen, there are over 200 entrepreneurs, promoting Shenzhen to become a paradise for entrepreneurs. Changzhou, which is mainly focused on manufacturing, has more than 200 "hidden champions" in its segmented industries, especially the gathering of new energy vehicle enterprises, which continue to strengthen Changzhou's "industrial foundation" and demonstrate outstanding industrial vitality. Some cities deeply practice the open development strategy and create an open highland to release the potential energy of opening up. For example, Chengdu seized the new opportunity of jointly building the "the Belt and Road" and turned from an inland hinterland not along the border and not close to the sea into an open frontier, becoming the "leader" of the country's opening to the west. Some cities showcase new vitality through the potential of the "three new" economy with new industries, new formats, and new models. If Shenyang first became popular with the slogan "It's not impossible to go to Europe, Shenyang is more cost-effective", then "Harbin" became famous with sincere hospitality. Northeast China, using ice and snow as a medium, constantly integrates new elements, creates new scenes, and stimulates new consumption. The people are the foundation of a city, and when people's hearts go towards it, the city will surely prosper. The core of a city is its people, and "coming from afar" is a significant symbol of the city's social vitality. In the practice of promoting vibrant urban development, some cities adhere to the principle of putting people first, continuously improving urban functions, and striving to enhance the quality of life of the people. As Chengdu actively carries out the Ten Major Projects for a Happy and Better Life, forming a virtuous cycle of "revitalizing the city with people and moving people's hearts towards it", it has become the first sub provincial city in China with a permanent population exceeding 20 million and a GDP exceeding 2 trillion yuan. Some cities actively implement urban renewal to promote the revitalization of old cities. Nanjing always adheres to the principle of putting the people first, implementing the "Nanjing Old City South Xiaoxihu Block Protection and Regeneration Practice" project, ultimately achieving the diverse goals of overall protection, facility optimization, continuous updating, and vitality stimulation of the Xiaoxihu block, and using urban renewal to awaken new vitality in the old city area. Some cities are actively promoting aging friendly, child friendly, and barrier free transformation, creating a model of age friendly demonstration. Beijing vigorously promotes indoor aging friendly renovation, gradually forming a new "five party linkage" mechanism of district level coordination, street and township leadership, community coordination, resident deliberation, and enterprise operation; Kaifeng, Henan Province widely promotes the city's "red conference hall", using the conference hall to listen to public opinion and unleash people's wisdom, and innovatively adopts the "3+3" elevator installation model, making the city "obstructed" become "loving". Cultural construction is an important manifestation of urban spiritual civilization construction and a fundamental force to stimulate urban vitality. Promoting high-quality urban development, culture is an important fulcrum; Culture is an important factor in meeting the growing needs of the people for a better life. In the practice of promoting inclusive cultural development in urban construction, some cities are new to the past and seek vitality from tradition. While continuing tradition, they stimulate cultural innovation and nourish new vitality in the city. Suzhou always keeps the protection and inheritance of historical and cultural blocks in mind, and strives to build the "living ancient city" of Gusu. The famous Pingjiang Historical and Cultural Block is a precious treasure unique to Suzhou, attracting countless tourists with its ancient charm, modern style, and innovative features. Some cities integrate culture into the bloodline of economic development, showcasing a different urban showcase with industrial culture. The revitalization and utilization of the urban "industrial rust belt" in Shenyang has made it a "cultural showcase belt" of the city, which has had a profound impact on reshaping symbolic meanings and gathering cultural wealth. Some cities actively explore and utilize red culture, successfully opening up a path to promote local high-quality development based on red culture. Zunyi City attaches great importance to the inheritance of red culture, actively promotes the protection and utilization of red relics, the research and excavation of red spirit, the integration of red resources, cultural and tourism, the inheritance and education of red genes, and the creation of red literary and artistic masterpieces. The city has successfully explored a new path of preserving local cultural and tourism vitality with red culture. Some cities keep up with the times and use digital media to solidify their cultural vitality. Chengdu vigorously promotes the construction of the "Three Cities and Three Capitals", including the World Cultural and Creative City, Tourism City, Event City, International Food City, Music City, and Exhibition City. It not only successfully incubates phenomenal cultural and creative IPs such as "King of Glory" and "Nezha's Demon Child Descends", but also shapes a series of new formats and scenes through panda culture and Tianfu culture, revitalizing the city's vitality with distinctive culture. A good ecological environment is crucial to people's well-being and cannot be replaced in maintaining and enhancing urban vitality. In the practice of promoting harmonious coexistence between humans and nature in urban construction, some cities vigorously promote the tapping and improvement of small and micro green spaces, shaping new scenes of urban vitality. Beijing has continuously improved its quality and greenery through pocket parks, and renovated Beixinqiao Street Central Garden, Ping'an Street Pocket Park, Xidan Sports Park, etc. have successfully transformed into residents' "backyard", "reception hall", and "gym", achieving green windows and open doors in the core urban area. Some cities strengthen watershed ecological protection, focus on promoting ecological restoration work, and continuously improve urban ecological level. As cities in the Qiantang River basin in Zhejiang Province strengthen ecological protection, from the source of the Qianjiang River to the tide of the East China Sea, a large river slowly spreads an ecological scroll, becoming a beautiful scenic line along the river to maintain ecological stability and carry welfare, creating a poetic and picturesque atmosphere of Jiangnan water towns. Hanzhong, Shaanxi actively promotes ecological restoration work. The 6.5 square kilometer Tianhan Wetland Park has not only become a paradise for many wild animals and plants, but also a good place for citizens to relax and exercise, known as the "happiness park" of Hanzhong citizens. What are the shortcomings in the practice of building dynamic cities? Although the construction of dynamic cities in China has achieved significant results, there are still problems of imbalance and inadequacy. At the same time, the comprehensive promotion of urban renewal is also facing challenges such as insufficient rationality of industrial and living facilities, severe homogenization, and lack of cultural characteristics. The development momentum and efficiency still need to be further improved. From the perspective of development momentum, some cities have a relatively single source of development momentum, limited to a single time domain, insufficient sustainability and scalability, and have not formed a good pattern of sustainable, virtuous cycle, and mutual promotion. It is even more difficult to adapt to the requirements of developing new quality productivity for technological innovation, industrial iteration, and other aspects. From the perspective of efficiency, the productivity of labor and land factors in some cities needs to be improved, especially the total factor productivity is not high enough, and the intensive and efficient level of resource utilization still needs to be improved; The efficiency of a single urban system is not yet high, for example, some integrated transportation systems in cities operate inefficiently; The collaborative efforts between different sectors of the city, as well as between the city and surrounding areas, are not yet efficient enough. For example, the development linkage between internal sectors of the city and the integration of cities and regions outside the city need to be accelerated. The basic support for the construction of dynamic cities is not yet stable enough. For example, unequal public services and widening wealth gaps may weaken social cohesion and affect the full release of social development vitality. In the process of rapid urbanization, traditional culture and customs are impacted by modernization, and urban cultural characteristics face the risk of disappearing, which may weaken the attractiveness of cities and affect the shaping of urban identity. The layout of production, living, and ecological spaces in some cities is not entirely reasonable, with insufficient supply of public transportation and urban green spaces. Problems such as air and water quality still exist, and there is still a gap between them and the good environment that citizens demand for being suitable for business, living, entertainment, and tourism. The fulcrum role of urban governance has not been fully utilized. The level of informatization and intelligence in some cities needs to be improved, and there are still barriers to data sharing and system interconnection, which affect governance efficiency and emergency response capabilities. The channels and mechanisms for public participation in urban governance in some cities are not yet perfect, and the opinions and suggestions of citizens are difficult to fully integrate into the decision-making process, which restricts the scientific nature of urban governance. How to further activate and enhance urban vitality? For different cities, the core of maintaining and enhancing urban vitality lies in closely adhering to the unique attributes of the city's own development, focusing on the four major areas of economic, social, cultural, and ecological vitality, enhancing the power source of dynamic cities, and actively creating a harmonious social environment and livable living space with smart governance and urban renewal as the fulcrum, giving rise to surging momentum for modernization construction. With the goal of stimulating the vitality of market entities and technological innovation as the sustained driving force, we will further enhance the economic vitality of cities. In response to traditional industries in cities, new formats, technologies, and models should be fully utilized to achieve industrial transformation and upgrading, thereby promoting profound changes in production, circulation, and consumption patterns, and revitalizing traditional industries; The goal of urban innovation and development should closely track the global technological frontier, based on the needs of national development strategies, enhance the core capabilities of independent innovation, and break through the research and development bottlenecks of key technologies; Continuously promote the reform of regional talent policies, accelerate the construction of world important talent centers and innovation highlands, and use talent as a "living water" to stimulate economic vitality. Always persist
