Recently, the discipline inspection and supervision team of the Central Commission for Discipline Inspection and the State Supervision Commission stationed at the China Securities Regulatory Commission (CSRC) carried out warning education throughout the system in combination with the newly revised Regulations on Disciplinary Action of the CPC (CPC) and the relevant provisions of the newly revised Regulations on Disciplinary Action to clarify the red line of discipline with "live textbooks" and enhance the effectiveness of warning education in response to dozens of violations of the spirit of the eight central regulations in recent years. The newly revised Regulations on Disciplinary Measures of the CPC focuses on the persistent problems of formalism and bureaucracy that are strongly reflected by Party members and cadres, and makes targeted disciplinary provisions on prominent issues such as engaging in cultural exchanges, excessive traces and increasing the burden of work at the grass-roots level. Disciplinary inspection and supervision organs at all levels take the opportunity of party discipline learning and education to continuously rectify formalism and bureaucracy that increase the burden on grassroots, create a good environment for grassroots workers and entrepreneurs, guide party members and cadres to firmly establish a correct view of political performance, and make the results of reducing burden better benefit the vast number of grassroots cadres and the masses. Since the implementation of party discipline learning and education, the disciplinary inspection and supervision team stationed at the China Securities Regulatory Commission has combined with the actual situation of the system to carry out special supervision and inspection on the implementation of refined regulations on reducing meetings, conducting investigations and research at the grassroots level, standardizing the performance evaluation of regulatory units, managing and guiding local industry associations, and providing financial services for rural revitalization. The focus is on rectifying the phenomenon of simple and arbitrary task allocation from top to bottom, and repeated requests from multiple regulatory targets to provide reports, which has increased the burden on the grassroots level. At the same time, based on the positioning of stationed supervision responsibilities, we will strengthen guidance for disciplinary inspection institutions in system units, continuously improve the level of supervision and discipline through joint research and case handling, and respond to the concerns of cadres and the masses by strengthening supervision and promoting the use of system units as grassroots units to reduce burden. The Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at PICC has formulated a work plan based on actual situations, clarifying specific measures such as identifying and investigating clues, providing regular guidance and supervision, and rigorously investigating typical cases in areas such as property insurance, personal insurance, and investment procurement. We will continue to rectify problems such as excessive work, leaving traces, increasing tasks, and formalism at our fingertips. By conducting in-depth research and understanding the actual situation at the grassroots level, we can identify the problems and crux in the areas where we are located. Intensify the publicity and exposure of typical cases investigated and dealt with, continuously strengthen warning and deterrence, and strictly enforce discipline to ensure the implementation of grassroots burden reduction work, creating a good environment for grassroots officials to start businesses. Recently, the Discipline Inspection Commission of Dalian Taiping Bay Cooperation and Innovation Zone in Liaoning Province adopted a method of "sending questionnaires through email, using computers to answer questionnaires, and printing and submitting questionnaires on their own" to widely solicit opinions and suggestions from grassroots cadres and employees, and to investigate the "first-hand" situation of formalism at the grassroots level. The Dalian Municipal Commission for Discipline Inspection and Supervision has promoted all regions and departments in the city to conduct self-examination and self correction item by item based on the list of negative manifestations of formalism. They have also adopted methods such as questionnaire surveys, open and secret investigations, and on-site supervision to conduct in-depth investigations and collect relevant problem clues at the grassroots level. While increasing efforts to investigate and deal with relevant problem clues, we will also promote various regions and departments to improve their institutional mechanisms in formulating policies, deploying tasks, supervising implementation, and conducting assessments and inspections, forming a clearer institutional orientation and effectively reducing the burden on the grassroots. Zhangjiagang City, Jiangsu Province, combines the study and education of party discipline with the continuous deepening of the rectification of formalism. In response to the problems of multiple inspections and repeated inspections that affect the actual feelings of grassroots cadres, a joint supervision mechanism for key work is established and improved. The content, time, and location of inspections are comprehensively integrated, effectively reducing the frequency of inspections. Based on local conditions, the rectification focus and specific measures such as rectifying "formalism at the fingertips" and optimizing the assessment methods for rural living environment rectification are clearly defined. Coordination and linkage are carried out to accurately correct formalism problems in key areas and tasks, and promote the implementation and effectiveness of reducing burdens for grassroots work. "We combine reducing the burden on the grassroots with motivating and taking responsibility, to better motivate Party members and cadres to take on responsibilities, work hard and start businesses."
