Strict Party's Work Discipline and Promote Duty Fulfillment

Work discipline is a behavioral rule that Party organizations at all levels and all Party members must abide by in the specific work of the Party. It is an important guarantee for the normal development of Party work, and its essential requirement is to fulfill duties and responsibilities, and take on responsibilities. Chapter X of the newly revised Regulations of the CPC on Disciplinary Actions (hereinafter referred to as the Regulations), "Actions against violations of work discipline", closely focuses on promoting party members and cadres to perform their duties and responsibilities, improve work discipline requirements, and provide strong disciplinary guarantee for further comprehensively deepening reform, smoothly promoting Chinese path to modernization, and realizing the mission and task of the Party in the new era and new journey. One is to guide party members and cadres to have the courage to struggle and take responsibility. In order to comprehensively promote the overall layout of the "Five in One" and the strategic layout of the "Four Comprehensives" in the new era and new journey, it is necessary for party members and cadres to carry forward the spirit of struggle and hone their sense of responsibility. The Regulations implement the requirements of the 20th National Congress of the Communist Party of China on "strengthening the cultivation of cadres' fighting spirit and fighting skills". In Article 131 of the new work, punishment provisions are added for behaviors that dare not fight, are unwilling to take on responsibilities, and retreat in the face of major contradictions, conflicts, and crisis difficulties. In practice, some party members and cadres are satisfied with being officials of peace and lying flat, taking detours when encountering contradictions, submitting difficulties, and avoiding crises, all of which go against the distinct character of our party's courage to struggle. The above provisions added to the Regulations are intended to urge the majority of party members and cadres to dare to struggle and take responsibility in the Chinese path to modernization construction, and to interpret the actual actions of knowing the heavy burden and overcoming difficulties as the Party's responsibility and benefiting the people. At the same time, the "Regulations" add a new provision in Article 130, Paragraph 2, which stipulates that party members and leading cadres who passively avoid or shirk responsibility for problems that already exist before their appointment and fall within their scope of responsibilities, causing serious damage or adverse effects, shall be given corresponding sanctions. The relevant situation of this regulation is a legal expression of "new officials ignoring old accounts", targeting some party members and leading cadres who use job adjustments as an excuse to turn a blind eye to historical debts and legacy problems, procrastinate for a long time, and even "pass the buck". Its essence is to avoid contradictions and be irresponsible. These problems may seem like old accounts on the surface, but in reality, taking over and solving them is the responsibility of newly appointed party members and leading cadres. Newly appointed party members and leading cadres not only need to take over power, but also take on responsibilities, one after another, and establish new achievements in facing problems and solving old problems. The second is to resolutely rectify formalism and bureaucracy. Formalism and bureaucracy are incompatible with the nature, purpose, and fine work style of our party, and are the great enemies of our party and the people. The 20th National Congress of the Communist Party of China emphasized the continuous deepening of the rectification of the "Four Winds", with a focus on rectifying formalism and bureaucracy. The Regulations are connected with the relevant documents issued by the General Office of the Communist Party of China Central Committee on solving formalism problems and reducing grassroots burdens. In response to the typical manifestations of formalism and bureaucracy strongly reflected by party members and the masses, three specific situations are added in Article 132, including: detachment from reality, no in-depth investigation and research, arbitrary decision-making, and mechanical execution; Violating the relevant regulations of the Jingwen Reduction Committee and engaging in cultural activities; In the work of supervision, inspection, and assessment, there are layers of reinforcement and excessive leaving marks, which increases the burden of grassroots work. The "Regulations" set out these situations, directly pointing to prominent problems such as floating work styles, lack of sense of responsibility, and official centric thinking among some party members and cadres. Party members and cadres should fully understand the harm of formalism and bureaucracy, consciously abandon and resist formalism and bureaucracy, and go deep into reality, grassroots, and the masses in various work. They should put in effort in practical recruitment, handling practical matters, and seeking practical results, and win the trust of the people with a pragmatic work style, promoting the development of the cause. The third is to promote party members and cadres to fulfill their duties and responsibilities, and standardize the use of power. The various work of the Party plays a very important role in serving economic and social development, promoting national governance, strengthening the Party's long-term governance capacity, and building national political power. For example, Article 134 adds new disciplinary provisions for violations of institutional staffing management regulations, with a focus on rectifying unauthorized adjustments of responsibilities, establishment of institutions, verification of leadership positions and staffing, and illegal interference in local institutional settings beyond the scope of the "three fixed" regulations, strengthening rigid constraints on institutional staffing. Article 135: In response to various disciplinary issues that arise during the acceptance, handling, disposal, and resolution of petition matters, new disciplinary provisions shall be added for non performance or incorrect performance of petition work responsibilities, as well as behaviors resulting from non performance or incorrect performance of responsibilities that lead to petition matters. This will promote the resolution of reasonable and legitimate interests and demands of the public, while strengthening source control, and effectively avoiding or reducing the occurrence of petition matters. Article 139: Newly added provisions for the punishment of statistical fraud and oversight of statistical fraud, covering situations where various actors fail to perform their duties or incorrectly perform their duties in statistical work, promoting the prevention and punishment of "digital corruption", and improving the effectiveness of statistical supervision. The fourth is to promote precise accountability. The 20th National Congress of the Communist Party of China pointed out that we should implement the political responsibility of comprehensively and strictly governing the Party, and make good use of the tool of accountability. Serious and effective accountability is conducive to promoting party organizations and leading cadres at all levels to take responsibility, fulfill their duties, and practice loyalty, cleanliness, and responsibility; Lack of accountability and simplification will weaken the warning role of accountability work and affect the enthusiasm of cadres to work and start businesses. The Accountability Regulations of the CPC requires that those who abuse accountability or are seriously irresponsible in the accountability work and cause adverse effects should be seriously investigated for responsibility. The Regulations are connected with the Accountability Regulations, and a new Article 137 is added to clarify the punishment provisions for the above-mentioned behaviors, in order to promote the standardization and precision of accountability work. Party organizations and leading cadres of Party members should better shoulder the responsibility of comprehensive and strict governance of the Party, strictly implement the accountability regulations, adhere to the basic principles of seeking truth from facts, consistent rights and responsibilities, and equivalent mistakes and responsibilities, accurately grasp the objects, types, situations, and procedural requirements of accountability, distinguish and determine responsibilities, prevent problems such as inadequate accountability or generalized abuse, and strive to achieve good results in accountability, alertness, and promotion of work on one side. The fifth is to increase the regulation of illegal intervention and meddling behavior. The system documents such as Several Guidelines for Inner Party Political Life in the New Situation, the Regulations of the CPC on Inner Party Supervision, and the Opinions of the Central Committee of the Communist Party of China on Strengthening the Supervision of the "First Leaders" and the Leading Group have made provisions for the trustee to report illegal interference and interference to the party organization. The Regulations are in line with the above-mentioned institutional documents, and based on a negative list of illegal intervention and interference in market economic activities, judicial activities, disciplinary and law enforcement activities, and public management activities, a new punishment provision is added in Article 143 for entrusted persons who have the obligation to report and register their intervention and interference behaviors in accordance with relevant regulations and fail to report or register their behaviors in accordance with regulations, thereby promoting the full chain and systematic rectification of illegal intervention and interference behaviors, and forming an overall joint force to promote the exercise of powers in accordance with regulations and laws. Violation of regulations and interference behaviors belong to exceeding and abusing power. If the requester engages in such behavior, the requester shall consciously abide by relevant regulations, and ensure that the boycott is required, the report is required, and the registration is required.
