The Central Cyberspace Administration and six other departments recently jointly released the "Guidelines for Digital Rural Construction 2.0", aimed at guiding relevant government departments at the provincial, municipal, and county levels to better respond to new problems and challenges encountered in the practice of digital rural construction. In recent years, with the accelerated evolution of a new round of technological revolution and industrial transformation, digital technology has become an important driving force for the transformation of traditional rural elements and the development of new agricultural productive forces, profoundly changing agricultural production methods, governance methods, and lifestyles. Solidly promoting the construction of digital rural areas is a necessary path to connect "small farmers" and "large markets", as well as to achieve rural revitalization and promote urban-rural integration. It is an important issue that urgently needs to be explored. Currently, digital rural construction has achieved significant results at multiple levels, and digital technology provides more powerful support for ensuring national food security and consolidating and expanding the achievements of poverty alleviation. In terms of infrastructure, high-speed Internet connection is extending to rural areas. By the end of 2023, the number of rural broadband access users will exceed 190 million, and 5G networks have basically achieved coverage in areas above the township level and administrative villages with conditions. The digital "access gap" is rapidly bridging. In terms of rural e-commerce, the national online retail sales of agricultural products reached 587.03 billion yuan in 2023, a year-on-year increase of 12.5%, becoming a new driving force for economic growth. In terms of smart agriculture, more and more farmers and agricultural enterprises are adopting digital and intelligent technologies, significantly improving agricultural production efficiency and product quality. In terms of rural governance, "Internet+government services" is accelerating its extension to rural areas, greatly improving the modernization of rural governance. Among them, the comprehensive online service rate of six types of agricultural government services is high, and the construction and rating of qualified new agricultural business entities across the country are basically covered. In terms of ecological environment, precision agriculture, intelligent irrigation, and environmental monitoring systems empowered by digital technology have reduced the use of pesticides and fertilizers, and reduced agricultural non-point source pollution. It is worth noting that the construction of digital rural areas is a long-term task and systematic project, which cannot be achieved overnight, let alone promote the emergence of new ideas, face saving projects, and formalism. Each region should focus on differences in resource endowments and continuously explore development models that are in line with its own reality and have regional characteristics. The Digital Rural Construction Guidelines 2.0 provide direction for the construction of digital rural areas nationwide from the aspects of construction content, construction methods, and guarantee mechanisms. However, at the practical level, digital rural construction still faces many problems and challenges. For example, some areas have insufficient investigation and research, failing to fully implement tailored measures, systematic planning, and highlight unique features; Many places have not yet established mechanisms for collecting rural data and comprehensive service big data platforms, resulting in scattered, micro, and chaotic digital rural data; The R&D investment and innovation in agricultural suitable digital technologies and applications are still insufficient, and the construction of digital rural areas lacks a sound information service system. In addition, data leakage, network attacks and other data security issues often occur, and farmers often lack necessary security awareness and protection measures, making them easy targets of network attacks. In this regard, prudent measures should be taken. On the one hand, based on the Rural Revitalization Promotion Law, policies and regulations for digital rural construction are formulated and improved to provide legal protection for digital rural construction. Increase policy support for digital rural construction, including measures such as financial subsidies and tax incentives, and encourage diverse entities such as enterprises and individuals to participate in digital rural construction. Establish a diversified funding mechanism, including government funding, corporate investment, and social donations, to ensure the necessary funding for digital rural construction. On the other hand, we will strengthen the tracking and guidance of digital rural construction in various regions, as well as the supervision of fund utilization, to promote high-quality development of digital rural areas and improve the efficiency of fund utilization. Promote moderate scale operation of agriculture and enhance the enthusiasm of agricultural management entities for intelligent transformation. Through various forms of digital education and training, as well as the research and application of digital security technologies, we aim to enhance the digital literacy and skills of rural residents and create a digital rural security ecosystem.
