On the 19th, the Ministry of Human Resources and Social Security, the Ministry of Education, and the Ministry of Finance jointly issued a notice on doing a good job in the employment and entrepreneurship work of young people such as college graduates, proposing 11 policy measures to fully promote the employment and entrepreneurship of young people such as college graduates. The relevant person in charge of the Employment Promotion Department of the Ministry of Human Resources and Social Security introduced that a major key measure of the notice is to merge and implement one-time employment subsidies and one-time job expansion subsidies. Enterprises that recruit eligible graduates from universities in the year of graduation, graduates from unemployed universities who have left the school, and registered unemployed youth can be granted a one-time job expansion subsidy. The policy will be implemented until December 31, 2025. Advanced manufacturing is one of the key industries for youth employment. The notice specifies the implementation of the Advanced Manufacturing Youth Employment Action, which will carry out advanced manufacturing career experience activities and establish a "green channel" for the professional title evaluation of advanced manufacturing enterprise clusters. The implementation of the million employment internship position recruitment plan will support enterprises, government investment projects, and public institutions to carry out employment internships, and will recruit no less than 1 million employment internship positions annually in the next two years. There are also new measures to assist young people facing employment difficulties. The notice requires strengthening real name assistance for unemployed college graduates, establishing a real name ledger, and generally providing at least one policy promotion, one career guidance, three job recommendations, and one training or internship opportunity. Strengthen paired assistance for graduates from disadvantaged universities, timely include graduates from poverty-stricken families, disabled graduates, long-term unemployed youth, and recipients of job subsidies in the assistance ledger, and provide targeted high-quality job information. In order to further improve the employment and entrepreneurship work of young college graduates, the notice also proposes seven measures, including continuing to implement the policy of increasing personnel and capital for state-owned enterprises, encouraging and guiding frontline employment at the grassroots level, supporting independent entrepreneurship and flexible employment, organizing large-scale recruitment and docking services, strengthening youth job seeking ability training and apprenticeship training, efficiently handling the employment of college graduates, and strengthening the protection of employment rights and interests.
