As of June 20th, the "Action Plan" has been released for over a hundred days, and related work has been deeply promoted and various policies have gradually been implemented, effectively consolidating and enhancing the positive trend of economic recovery. According to the National Development and Reform Commission, as of now, the policy system has been established, and all four action plans in seven major areas, including equipment updates, consumer goods trade in, recycling, and standard improvement, have been issued. 31 provinces (districts, cities) have issued implementation plans for large-scale equipment updates and consumer goods trade in in their respective regions. In terms of financial support, relevant departments have provided "real gold and silver" to support large-scale equipment updates and consumer goods trade in. If the National Development and Reform Commission arranges investment and other funds within the central budget to support key projects such as equipment updates, energy conservation and carbon reduction, and recycling and reuse; The Ministry of Finance has pre allocated 6.44 billion yuan from the central government to support the trade in of old cars and allocated 500 million yuan to support the scrapping of old agricultural machinery; The People's Bank of China, together with relevant departments, is implementing the policy of re lending for scientific and technological innovation and technological transformation, and is currently conducting project review and promotion. With the joint efforts of all parties, large-scale equipment updates and the exchange of old for new consumer goods (hereinafter referred to as "dual new") have become the driving forces to activate the market. In the first five months of this year, the investment in purchasing equipment and tools increased by 17.5% year-on-year, contributing more than 50% to the overall investment growth; The sales revenue of major e-commerce platforms for exchanging old appliances for new ones has increased by over 80%. 2024 is the "Year of Consumption Promotion". In the author's opinion, large-scale equipment updates and the exchange of old for new consumer goods have become important factors driving consumption. In terms of large-scale equipment updates, policies cover multiple fields such as industry, agriculture, and transportation. Government departments should increase financial and tax support, guide enterprises to accelerate technological innovation, improve product quality, and achieve technological updates through equipment updates to meet energy conservation and emission reduction goals. In terms of exchanging old for new, we should encourage consumers to actively "abandon old and seek new," and truly feel the warmth of exchanging old for new, boosting consumer confidence. On the one hand, we need to provide consumers with diversified needs. Stimulate new consumption with new technologies and scenarios to meet consumers' pursuit of high-quality living. On the other hand, it is necessary to strengthen publicity and guidance, adhere to market orientation, involve more enterprises, provide diversified trade in programs, make consumers feel the real benefits, guide them to actively participate, promote the rational utilization and circulation of resources, so as to be more sustainable. Promoting large-scale equipment updates and exchanging old for new consumer goods is not only a current and long-term consideration, but also a key measure to promote consumption and win opportunities. The policy starting gun has sounded, and the goal is not far away.
