To implement the concept of open development, it is necessary to adhere to the basic national policy of opening up to the outside world, pursue a mutually beneficial and win-win strategy of opening up, deepen cultural exchanges, improve the regional layout, foreign trade layout, and investment layout of opening up to the outside world, form a new system of opening up to the outside world, develop a higher-level open economy, and expand opening up to drive innovation, promote reform, and promote development.
