The National Development and Reform Commission recently released the Action Plan for the Construction of Social Credit System from 2024 to 2025, proposing five measures to further promote the high-quality development of social credit system construction. In terms of improving the level of legal and standardized credit construction, an action plan has been proposed to accelerate the introduction of the Social Credit Construction Law; Promote full coverage of provincial-level credit legislation; Standardize the permissions and procedures for querying and using credit information, and protect the legitimate rights and interests of credit subjects in accordance with the law. In terms of promoting the construction of credit infrastructure in a coordinated manner, the action plan is clear and the functions of the credit information platform are optimized; Accelerate the integration of local financing credit service platforms; Strengthen the monitoring of illegal and irregular collection, tampering, and leakage of public credit information, and strengthen the protection of personal privacy and trade secrets. In terms of strengthening the application of credit information sharing, the action plan proposes to focus on important areas such as enterprise registration, judiciary, taxation, customs, finance, and intellectual property, improve the implementation of data sharing mechanisms, and establish standardized, unified, authoritative and accurate credit records. Encourage local governments to explore and expand the application of trustworthy incentive scenarios based on "credit scores", and promote the implementation of "credit+" projects in key areas such as healthcare, childcare, elderly care, home economics, tourism, shopping, and travel. Comprehensively promote credit reports as a substitute for proof of no illegal or irregular activities. In terms of improving the efficiency of credit supervision, the action plan is clear, and a unified, standardized, collaborative, and scientifically efficient credit repair mechanism is established and improved. In terms of accelerating the construction of credit in key areas, an action plan has been proposed to improve the government's integrity performance mechanism, smooth channels for government default and dishonesty complaints, comprehensively improve government credit records, and explore the establishment of a monitoring and evaluation mechanism for government integrity.
