Innovative Control Model of Chinese Coast Guard to Improve the Quality and Efficiency of Maritime Law Enforcement

According to the China Coast Guard, in recent years, the bureau has focused on the main responsibility of maritime rights protection and law enforcement, closely cooperating with various maritime units, strengthening joint logistics linkage, innovating control models, and effectively addressing prominent maritime issues such as smuggling, illegal fishing, and illegal sand mining. The China Coast Guard adheres to the cooperative concept of joint construction, consultation, and governance, and continuously improves coordination and linkage mechanisms such as information sharing, situation reporting, joint patrols, and law enforcement cooperation. The brand effect of joint actions such as comprehensive management of maritime smuggling, law enforcement of fishing bans during the summer season, and special law enforcement actions for the protection of the "blue sea" marine ecological environment and resource development and utilization has begun to emerge. Participated in multilateral mechanism meetings such as the North Pacific Coast Guard Law Enforcement Agency Forum and the ASEAN Maritime Law Enforcement Agency Forum, organized joint patrols, youth police officer exchanges, and ship visits, and continuously consolidated the achievements of bilateral and multilateral cooperation. The China Coast Guard has also strengthened its ability to manage and govern the sea through science and technology, coordinated the use of human, ship, and aircraft forces, and established a three-dimensional supervision model of land and shore inspections, maritime patrols, and air patrols. It actively utilizes information resources related to the sea, promotes the application of satellite remote sensing and other technologies, and injects new momentum into maritime law enforcement and supervision. In 2023, the China Coast Guard effectively handled 17643 police cases, investigated 5648 cases, seized 4.2 tons of drugs, and dismantled more than 20 smuggling criminal gangs. (Lai Xin She)
