On the morning of June 5th, the State Council held its eighth special study on the theme of "Deepening the Implementation of the State Council Organization Law and Solidly Promoting the Construction of a Rule of Law Government".  
Ma Huaide, President of China University of Political Science and Law, gave a presentation. Vice Premier Ding Xuexiang and He Lifeng of the State Council, and State Councilor Wu Zhenglong delivered exchange speeches.
After listening to lectures and exchange speeches, Li Qiang pointed out that the construction of a rule of law government is a key task and main project of comprehensive rule of law. The newly revised Organization Law of the State Council provides a more solid guarantee for the State Council to perform its duties in accordance with the Constitution and the law, and to strengthen the construction of a rule of law government. In recent years, positive progress has been made in the construction of a rule of law government. In the face of new situations and tasks, government personnel should further enhance their awareness of the rule of law, enhance their legal abilities, cultivate legal habits, and ensure that government work is always carried out on the track of the rule of law, better implement the deployment of the Party Central Committee, and comply with the expectations of the people.
Li Qiang pointed out that we should promote scientific legislation, accelerate the filling of legislative weaknesses and gaps, ensure that administrative actions are based on the law, and timely promote the modification or abolition of laws and regulations that do not meet the requirements of reform and development. We must adhere to a problem oriented approach, promote more "small, fast and flexible" and targeted legislation, and help enterprises and the public truly solve practical problems. We must strictly regulate and enforce laws in a fair and civilized manner, with both strength and adherence to the principles of following laws, enforcing laws strictly, and punishing violations; There should also be warmth, and if necessary, flexible law enforcement and humanized law enforcement should be adopted to create a fair and just development environment. We need to accelerate the implementation of the administrative discretion benchmark system, ensure that the punishment standards for various illegal behaviors are unified, the procedures are fair, and the results are reasonable. We need to improve supervision, strengthen the system of administrative power constraint and supervision, actively accept supervision from all aspects, as well as improve administrative supervision, cultivate the habit and consciousness of exercising power under conditions of supervision, and ensure that government work always operates under the sunshine.
Li Qiang emphasized the need to guide cadres to continuously improve their ability and level of administering affairs in accordance with the law, give full play to the exemplary role of leading cadres, effectively strengthen education and training, adjust and optimize relevant laws, regulations, and administrative normative documents around promoting "efficient handling of one thing", and continue to promote efficient handling of affairs in accordance with the law.
