Recently, the Shanghai procuratorial organs officially launched the full process holographic online case handling portal, marking the comprehensive application of the full process holographic online case handling system in the third level procuratorates of the city. It has initially built a Shanghai digital procuratorial "network" that connects data production, aggregation, governance, and application throughout the entire cycle, promoting the comprehensive and three-dimensional digital transformation of procuratorial work, including the performance of the "four major procuratorates" in criminal, civil, administrative, and public interest litigation, as well as party affairs, government affairs, and team building. It is understood that holography is a technology where audio and video files can be generated and circulated online, and data can be automatically collected. The fully integrated holographic online case handling portal launched this time integrates various applications, services, and data, achieving one-time login across the entire network and one click direct access to each application. All procuratorial personnel and work at the third level procuratorial organs in the city can be accessed and processed on one network, effectively enhancing the sense of gain for prosecutors and litigation participants in digital prosecution. It is reported that in order to achieve online production, collection, interconnection, and interoperability of prosecutorial data, the Shanghai procuratorial organs are focusing on building a full process holographic online case handling system. With the Shanghai Digital Prosecutorial Panorama Platform as the data base, focusing on the basic value pursuit of "high-quality and efficient handling of every case", they have drawn a flowchart and fishbone diagram covering 3447 case handling behaviors in 173 categories of the "Four Great Prosecutors". They have classified and extracted case handling behaviors into 303 common case handling behaviors, identified 61 main behaviors, formed the backbone of the full process holographic online case handling system, and completed the first phase of the full process holographic online case handling system, mainly focusing on 11 major applications such as "participating in litigation". The construction task is to achieve the online integration of 29 high-frequency case handling behaviors, including inquiry, notification, and delivery. It is expected that the research and development will be completed by the end of this year to ensure compliance of the involved enterprises The application of 11 new cases, including judicial assistance, has basically achieved "one-stop processing" of prosecutorial services. The Shanghai procuratorial organs continue to explore the value of data applications, innovating and practicing six benchmark application scenarios: "digital intelligence case handling", "digital intelligence supervision", "digital intelligence collaboration", "digital intelligence for the people", "digital intelligence management", and "digital intelligence decision-making", effectively improving the level of digital procuratorial services in handling cases, serving the public, and serving decision-making. For example, in the "Digital Intelligence Case Handling" scenario, a "Digital Case Handling General Model for Criminal Prosecutors" was constructed, which is based on the full element structuring of documents and empowers online processing of cases in all aspects. The main legal documents of 13 common charges in criminal prosecution were fully element structured, allowing machines to automatically recognize and collect data, forming a basic database. Currently, the accuracy of automatic element extraction has exceeded 99%, and it will effectively cover nearly 70% of criminal cases by the end of the year, gradually expanding to the handling of the "Four Major Prosecutors" cases.
