Our current most scarce talent is those who meet the requirements of developing new quality productive forces. To accelerate the cultivation of such talents, it is necessary to further improve the talent training system. Since the beginning of this year, the Ministry of Human Resources and Social Security, together with relevant departments, has continuously issued the "Notice on Implementing the Plan for Cultivating High skilled Leading Talents" and the "Action Plan for Accelerating the Cultivation of Digital Talents to Support the Development of the Digital Economy (2024-2026)", providing policy guidance and guarantees for cultivating more high-level innovative talents. Universities are the main battlefield for cultivating high-level strategic talents in the country. At present and in the future, vigorously cultivating high-level innovative talents with original spirit, interdisciplinary literacy, and mastery of cutting-edge technology is one of the important tasks. In the latest undergraduate major directory released by the Ministry of Education, multiple intelligent and interdisciplinary majors have been added, such as the Materials Intelligence Technology major offered at Beijing University of Science and Technology, the Intelligent Marine Equipment major offered at South China University of Technology, and the Intelligent Visual Engineering major offered at Harbin Institute of Technology. These major adjustments have been made in response to the needs of national strategy and industrial development in the new era, providing strong support for building a talent foundation for developing new quality productivity. The renewal and transformation of traditional industries also require the development of new quality productive forces, which not only requires high-precision and cutting-edge scientific research talents, but also requires great country craftsmen and even ordinary workers to master innovative skills, possess innovative thinking, and continuously strengthen the ability of continuous learning. Therefore, professional skills education and post employment education are also indispensable. In recent years, the country has attached great importance to the development of vocational education. The newly revised Vocational Education Law clarifies the equal status between vocational education and general education in legal form, and continues to promote the coordinated development of vocational education and general education. Deepen the implementation of skill enhancement projects, promote cooperation between enterprises and vocational colleges, offer "order classes", and focus on cultivating students' ability to use new production tools, in order to provide more high-quality technical and skilled talents for the development of new productive forces. At the same time, we will vigorously develop post employment education to create favorable conditions and a suitable environment for employees to continuously improve their skills. For example, Putian City in Fujian Province encourages enterprises to organize skill training for on-the-job employees, and provides training subsidies of 700 to 3000 yuan to enterprises based on the certificate level of employees. This approach greatly stimulates the enthusiasm of workers to strive for excellence and unleashes more innovation and creativity. Continuously improving the talent circulation mechanism is necessary to promote the continuous promotion of innovative talents from point to surface. Building a solid talent foundation requires not only focusing on talent cultivation, but also taking the initiative to attract talent, increasing talent introduction efforts, and promoting rational mobility. At the beginning of this year, Hong Kong and Guangdong signed a framework agreement on promoting talent cooperation between Guangdong and Hong Kong, which specifically mentioned the establishment of a talent cooperation coordination mechanism, fully utilizing Hong Kong's position as an international financial and trade center, and attracting more talents from both domestic and foreign sources. Guangdong Province, on the other hand, attracts talented individuals with its solid industrial foundation. However, compared to the economically developed eastern regions, the difficulty of attracting talents in the central and western regions has clearly increased. The way to break through the situation is to develop local advantageous industries according to local conditions, enhance the attractiveness to key talents, and make them willing to come, stay, and use them well. For example, in recent years, Guizhou has taken advantage of its abundant hydropower resources and cool climate to vigorously develop the big data industry. The growth rate of the digital economy has ranked first in the country for many consecutive years, helping Guizhou achieve high-quality development. Nowadays, "Guizhou on the Cloud" has become the "golden calling card" for attracting talents in the province, with a large number of big data talents returning from overseas taking root here. In today's era, talent competition is no longer limited to a region or a country, which also inspires us to continuously establish and improve more open talent exchange mechanisms, build more open talent cooperation platforms, and fully unleash talent vitality. Continuously creating a favorable environment for talent development. The growth of talents cannot be separated from fertile soil and suitable environment. To enable talents to have their own strengths and strengths, it is necessary to provide them with sufficient entrepreneurial support, a strong innovation atmosphere, broad development space, highlight performance and contribution orientation, and fully reflect the value of talents. Recently, the Department of Human Resources and Social Security of Guangdong Province issued the "Guangdong Province 2024 Special Technician and Chief Technician Evaluation and Employment Work Plan", which clearly stipulates that personnel hired to the position of Special Technician can enjoy relevant benefits similar to those with senior professional titles in the enterprise. In addition, many regions have introduced policies related to protecting intellectual property rights and optimizing the transformation of scientific and technological achievements, all aimed at creating a good talent environment and ecology, helping to form more innovative achievements, and providing strong momentum for the development of new quality productivity.
