Extreme emergencies such as rainstorm and flood will become more frequent, wider, more frequent and stronger, and the impact of disasters will be serious." Specifically, Qian Feng introduced that in terms of water regime, large floods may occur in the middle and lower reaches of the Yangtze River, the middle and lower reaches of the Yellow River, the Zhangwei River and Ziya River, Songhua River, Liaohe River, the Taihu Lake Lake in the Haihe River basin; In terms of drought, there may be phased droughts in central and eastern Inner Mongolia, northwestern Hebei, northern Shanxi, northern Shaanxi, Ningxia, northern Xinjiang, southern Guangdong, southern Guangxi, Hainan, and central and southern Yunnan. Vice Minister of Water Resources Chen Min stated that this year is the year after the formation of the 2023 El Ni ñ o event, and extreme weather may become more pronounced. To this end, the Ministry of Water Resources adheres to the principle of "advance" and accelerates the construction of major flood control, drainage, and disaster resistance projects. The construction of eight flood storage and detention areas, including Dongdian, Wenanwa, and Yongding River floodplain, has fully started. The main tributaries and small and medium-sized rivers have been treated, and the reinforcement of large and medium-sized dangerous reservoirs has been carried out in an orderly manner, as well as the restoration and reconstruction of post disaster water conservancy engineering facilities. Prediction and forecasting are the ears, eyes, and staff of flood prevention work. Qian Feng introduced that in recent years, the Ministry of Water Resources has continuously improved its ability to measure and report rainfall and water conditions, and has basically established a complete flood perception system. At present, a dedicated line can dispatch 23 public welfare remote sensing satellite images, 2500 drone aerial data, 15638 video point monitoring information, and integrate with 155000 ground hydrological reporting stations to build a "sky, air, ground, water, and engineering" five in one monitoring and perception system, with the ability to track flood evolution in a rolling manner and perceive flood situation in real-time in all directions. Chen Min pointed out that scientific scheduling of water engineering projects such as reservoirs and flood storage and detention areas is an important means of preventing floods in river basins. Before the flood, the Ministry of Water Resources carried out flood limit water level verification work for more than 2100 large and medium-sized reservoirs, laying a solid foundation for implementing scientific reservoir scheduling; We will continue to carry out 24-hour online monitoring of flood control water levels during the flood season. Based on the characteristics of incoming water, flood conditions, and protected objects, we will accurately use forward and reverse inference to implement unified joint scheduling of water engineering. Chen Min emphasized that the Ministry of Water Resources will continue to anchor the goals of "no casualties, no dam collapse of reservoirs, no breach of important embankments, and no impact on important infrastructure" and ensure the safety of urban and rural water supply, in order to win the tough battle of flood control and drought resistance.
