Revision of International Health Regulations to Strengthen Pandemic Response Capacity

On the 1st, the World Health Assembly passed a package of amendments to the International Health Regulations (2005) to ensure that all countries establish comprehensive and sound public health systems, strengthen global prevention, monitoring, and response capabilities to public health emergencies such as pandemics. This amendment introduces the definition of "pandemic emergencies" with the aim of promoting more effective international cooperation to respond to events that may or have become pandemics. The World Health Organization states that the definition of a "pandemic emergency" is based on the existing International Health Regulations (2005) mechanism and represents a higher level of warning. The amendment also includes the establishment of a "coordinated fiscal mechanism" to strengthen financial support for developing countries, promote their core capabilities, and build their capacity for pandemic prevention, prevention, and response. In addition, WHO member states have agreed to continue negotiations on the drafting of a pandemic agreement. Member States have decided to extend the term of the intergovernmental negotiating body to complete negotiations and consultations on a pandemic agreement before the 2025 or 2024 World Health Assembly special session. The World Health Assembly is the highest decision-making body of the World Health Organization, usually held in Geneva in May each year. In addition to regular meetings, the World Health Organization may also convene special sessions of the World Health Assembly at the request of the Executive Committee or a majority of member states. WHO Director General Tedros said at a press conference that the "historic decision" made today demonstrates the shared desire of member states to protect their own and global populations from sudden public health emergencies and future pandemic risks. Tan Desai said that the amendment to the International Health Regulations (2005) will strengthen disease monitoring, information sharing, and international cooperation among countries to enhance their ability to monitor and respond to future pandemics.
