In order to concentrate on rectifying the problem of illegal information backlinks strongly reflected by the people, the Central Cyberspace Administration recently issued a notice to launch a two month "Clean and Crackdown on Illegal Information Backlinks" special action nationwide. It is understood that this special action focuses on rectifying 8 key links such as accounts, comments, and social circles that are prone to illegal information backlinks. It closely revolves around the new expectations and requirements of the people, focuses on researching and cracking new problems and risks in the online ecosystem, and creates a civilized and healthy online environment for the vast number of netizens. In the past 10 years, the Internet industry has undergone tremendous changes, not only profoundly changing the production and lifestyle of the masses of the people, but also promoting social development and progress. At the same time, with the evolution and development of the Internet, a series of new issues and challenges also put forward higher requirements for the rule of law in the Internet era. By fully utilizing emerging technologies, promoting the improvement and efficiency of network governance, effectively enhancing the ability to prevent and resolve risks of online crime, and effectively enhancing the sense of gain and security of the people, it has received increasing attention throughout society. In addition, we will focus on increasing the tilt of online judicial protection for minors, and accurately crack down on illegal and criminal activities such as online fraud and online violence targeting minors in accordance with the law. Through forms such as public interest litigation, procuratorial suggestions, and public interest protection, a strong judicial force for online protection of minors has become a consensus among all sectors. In real life, watching live broadcasts and watching short videos are common ways for many people to relax. Criminals take advantage of these opportunities to use AI technology or fabricate false identity information in live broadcasts or short videos, and publish false information such as fake success studies, fake traditional Chinese culture, "health courses", and financial management skills, inducing low alert netizens to add friends and join groups, and then committing fraud. In the commercial promotion positions of functional applications and channel sections that are frequently used by minors, there are also chaotic phenomena such as displaying vulgar online articles to attract traffic, using free comics, video resources, etc. to induce them to visit illegal websites or obtain unhealthy resources through online storage and cloud storage. These all pose significant risks to the information and property security of netizens. The "Clear and Anti Illegal Information External Links" special action will focus on cracking down on the above-mentioned issues, providing practical protection for the personal and property safety of netizens, especially minors. Since the 18th National Congress of the Communist Party of China (CPC), the Party and the state have attached great importance to the development and governance of the Internet and adhered to the rule of law track to promote the healthy and rapid development of China's online information industry. On the new journey, governing the internet according to law has become an important combination of the basic strategy of comprehensively governing the country according to law and the strategy of building a strong internet country. As a crucial part of governing the internet according to law, the implementation of online rule of law bears an important mission of demonstrating legal authority and vitality. In recent years, laws and regulations such as the Cybersecurity Law, the E-commerce Law, the Data Security Law, the Personal Information Protection Law, and the Regulations on the Security Protection of Key Information Infrastructure, the Regulations on the Protection of Minors' Networks, and the Interim Measures for the Management of Generative Artificial Intelligence Services have been successively introduced, responding to the new characteristics of network governance work under the new situation. Relevant departments are also constantly adjusting and innovating the network judicial work mode in the exploration, releasing civil and criminal judicial interpretations in important areas involving economic development and livelihood security, such as telecommunications network fraud, network unfair competition, and refining the electronic evidence rules and legal application standards of emerging online businesses. Hangzhou, Beijing, Guangzhou and other places have successively set up Internet courts, and smart courts and smart prosecutors have accelerated their progress, effectively improving the level of online judicial capacity. The cyberspace is not a lawless place. In response to the prominent issues strongly reflected by the people, relevant departments must continue to improve their comprehensive network governance capabilities, comprehensively protect the legitimate rights and interests of the people, and make the cyberspace clear and ecologically sound. By working together and pooling wisdom and strength from all aspects, we will surely promote the continuous improvement of the online ecosystem and jointly build a beautiful spiritual home online.
