The report of the 20th National Congress of the Communist Party of China pointed out that "developing the marine economy, protecting the marine ecological environment, and accelerating the construction of a marine power", clearly taking the construction of a marine power as an important task of Chinese path to modernization. Shenzhen has a coastline of over 260 kilometers, and in recent years, it has successively proposed city positioning such as "a strong ocean city", "a global ocean center city", and "a city example of the ocean power strategy", in order to achieve the goal of facing the sea and enhancing the city's level. The global ocean center cities combine the main characteristics of global cities, ocean cities, and central cities, among which the inheritance, construction, and innovation of ocean culture are indispensable, and even become a key factor determining whether ocean cities can have global influence. Born into the sea, the area where Shenzhen is located has a long-standing memory of marine culture. In history, Shenzhen has a very close relationship with the ocean and is located in a marine cultural zone in geographical space, nurturing rich marine cultural elements. In the history of Shenzhen, the ancestors adapted to the coastal environment, fishing, hunting, gathering, farming, animal husbandry, and fishing, forming their own marine cultural characteristics. The pottery unearthed from the Xiantouling Neolithic site, approximately 7000 years ago, is adorned with shell prints and water wave patterns, indicating the marine characteristics of the Xiantouling culture. Since the Qin and Han Dynasties, overseas routes along the the Pearl River have been opened. The Maritime Silk Road originated in the Qin and Han dynasties, flourished in the Sui and Tang dynasties, and flourished in the Song and Yuan dynasties. During the Tang, Song, and Yuan dynasties, Shenzhen had become a must pass area on the "Maritime Silk Road". Since the Ming and Qing Dynasties, Shenzhen has become a coastal defense fortress by guarding the the Pearl River Estuary Channel, and its maritime strategic position has become increasingly prominent. At the top of the Nantou Peninsula, Chiwan is located at the "outpost and gateway of Guangdong Province". It was an important relay station and supply point on the Guangzhou Maritime Silk Road route during the Ming and Qing dynasties. It "choked off the crucial impact of foreign waters, protected Humen and Macau, and served as a guarantee.". Since the Ming Dynasty, traditional folk customs such as the "Cisha" sacrifice to Mazu in the Tianhou Temple, which have been passed down for hundreds of years, have witnessed the deep connection between Shenzhen and the ocean. Since modern times, Shenzhen has been at the forefront of the trend and has been impacted by Western culture, with the intersection and collision of Chinese and Western cultures. Marine culture, based on absorbing, transforming, and integrating Central Plains agricultural culture and Western cultural achievements, has nurtured many characteristics of marine culture, including fluidity, openness, and inclusiveness. It has constructed the historical heritage of Shenzhen's marine culture and laid a spiritual foundation for the evolution of Shenzhen's culture during the reform and opening up period. Rising towards the sea, Shenzhen culture is characterized by a dual variation of immigration and maritime characteristics. The reform and opening up have brought immigrants from all over the country to Shenzhen, and immigrant culture has become the foundation of urban culture. The fluidity, openness, and inclusiveness of immigrant culture share a high degree of commonality with the spirit of adventure, exploration, unity, and mutual assistance in marine culture. Shenzhen culture includes important characteristics such as "daring to take risks and try", "daring to be the first", "innovative creation", "openness and inclusiveness", and "caring for others". It has a dual source of immigrant culture and marine culture, and is the result of the coupling of these two cultures, ultimately merging to form a city cultural atmosphere of daring to take risks and try, embracing innovation, and working hard. At the same time, the shaping effect of ocean culture on the lives of Shenzhen citizens continues to strengthen. In recent years, with the excavation and revitalization of marine historical and cultural resources, a number of marine historical relics such as Dapengsuo City, Chiwan Tianhou Temple, Nan'ao Fishing Village, Shajing Ancient Market and Shatou Cape Fish Lantern Dance, Dan Family Wedding Customs, "Cisha" Matsu Festival, Shajing Oyster, etc. have been revitalized, and the marine historical context has been continued. The integration and development of marine culture and tourism have provided citizens with a richer coastal leisure life, and the conditions for Shenzhen to become a world-class coastal tourist and leisure resort destination are becoming increasingly mature. It can be said that an open, inclusive, and diverse marine culture has shaped a vibrant marine urban life in Shenzhen, and constructed a good marine cultural ecology. Strong towards the sea, marine culture promotes rapid economic development in Shenzhen. The construction of global ocean center cities should focus on the inheritance and innovation of ocean culture, give full play to the supporting role of ocean culture in social and economic development, enhance the cultural value of cities that are strong towards the sea, and enhance the competitiveness, innovation, and influence of global ocean center cities. Shenzhen has abundant natural resources such as mountains and seas, beaches, islands, historical and cultural heritage, and natural relics. Areas such as Futian, Nanshan, Bao'an, Yantian, Dapeng New Area, and Shenshan Cooperation Zone directly have a coastline, providing unique conditions for the development of the marine economy. On the one hand, it is necessary to strengthen the externality and openness of marine culture, take advantage of Shenzhen's developed outward oriented economy, play the role of "design capital", further expand international marine cultural exchange and cooperation, and create a group of marine cultural activity brands that represent the history of Shenzhen's marine culture and have international influence. At the same time, we will consolidate the modern marine industry system dominated by coastal tourism, marine transportation, marine oil and gas, and marine equipment manufacturing. On the other hand, we need to stimulate the creativity and pioneering nature of marine culture, accelerate the development of strategic emerging industries such as high-end marine equipment, marine biopharmaceuticals, and marine electronic information, accelerate the cultivation of new technologies, models, and formats in industries, and build Shenzhen into a highland of marine emerging industries with global competitiveness and influence.
