The China Consumers Association released the Annual Report on the Protection of Consumer Rights and Interests in China (2023) today, which comprehensively summarizes the significant achievements in legislation, administration, and judiciary of consumer rights protection in China in 2023. According to the report, in 2023, the National Consumer Association received a total of 1.3285 million consumer complaints, resolved 1.1274 million cases, and achieved a complaint resolution rate of 84.86%, recovering 1.37 billion yuan in economic losses for consumers. The report points out that there are still six prominent issues in the current protection of consumer rights in China: the legislation related to consumer credit in the financial sector is relatively lagging behind, and basic rights such as the right to information, privacy, revocation, and early repayment of loans of consumers need better legal protection; The supply of consumer rights protection systems in new consumption fields such as digital consumption is still insufficient. The construction of legal systems needs to be accelerated for consumption in areas such as intelligent terminals, smart homes, autonomous driving, digital human services, generative artificial intelligence services, metaverse virtual scenes, and blind box operations; The production and operation models of new types of food such as pre made dishes need to be standardized, and issues such as stale ingredients, insufficient flavor reduction, severe product homogenization, low branding, and inadequate standards have caused consumer concerns; There are many "domineering clauses" in medical beauty contracts, marketing "tricks" for consumers, and problems such as "black institutions and black doctors" leading to "beauty" becoming "disfigurement", which urgently require sound and normalized supervision; Under the digital background, the means of electronic fraud are constantly being innovated, AI profiling such as "precision fraud" and small-scale multiple scams make it difficult for consumers to prevent. It is urgent to strengthen the entire chain of governance and effectively enhance consumer awareness and ability to prevent fraud; The laws, regulations, and standards related to live streaming e-commerce and new online marketing need to be improved. Issues such as data fraud, vulgar "product promotion", and inducing private transactions on some platforms need to be urgently addressed. To this end, the China Consumers Association has proposed suggestions for consumer rights protection in 2024: cultivating and strengthening new consumption growth points, and stimulating consumption vitality; Accelerate the formulation and revision of relevant laws, and promote the high-quality development of institutional construction in the consumer sector; Efforts will be made to solve the difficulties and blockages in the field of people's livelihood consumption, and effectively ensure the personal and property safety of consumers; Continuously improving the level of public services, while strengthening quality management, improving consumer experience, and guiding rational consumption.
