Chen Wenqing visited Kashgar, Ili, Urumqi, and the Fourth Division of the Xinjiang Production and Construction Corps, visiting grassroots political and legal units, street communities, and border ports to understand the progress of promoting the anti separatist and anti-terrorism struggle and maintaining security and stability.  
Chen Wenqing pointed out that promoting the normalization of counter-terrorism, stability maintenance, and rule of law is an important way to maintain the sustained and long-term stability of Xinjiang's social situation and achieve long-term stability. We must adhere to the rule of law in all work, implement the requirements of comprehensive rule of law in all aspects and processes of counter-terrorism and stability maintenance in Xinjiang, and be adept at using legal thinking and methods to prevent risks, crack down on crimes, handle problems, and resolve conflicts, achieving lawful crackdown, prevention and control, and management. We must properly handle the relationship between the current and long-term, address symptoms and root causes, maintain order and enhance vitality, maintain stability and facilitate the people, and achieve long-term peace and stability on the basis of maintaining the overall social stability of Xinjiang.
In the border areas of Tashkurgan and Khorgos, Chen Wenqing visited the political and legal police who are fighting in the front line of strong border and solid defense, affirming that they are rooted in the border, loyal and committed, and have made positive contributions to safeguarding national security and social stability. He hoped that the political and legal police will maintain their fine style, faithfully perform their duties, and firmly build the border security defense line. He pointed out that it is crucial to do a good job in political and legal work in Xinjiang and build a high-quality political and legal iron army.   We should put effort into cleanliness and always adhere to putting discipline and rules at the forefront. We must put in effort in our responsibilities and always ensure that the Party and the people can rise up and win when needed.
During the research period, Chen Wenqing presided over a symposium on anti separatist and anti-terrorism work in some provinces (regions, cities) in Yining, calling for the firm establishment of the concept of national unity, meticulous and practical work, effective prevention and resolution of major risks and hidden dangers, and ensuring the sustained stability of the overall social situation.
