However, the erroneous argument of "China's overcapacity" in the field of new energy industry cannot solve the current industrial innovation crisis in the United States, nor can it change the innovation direction of China's emerging industries. The so-called "overcapacity" is a highly irresponsible and erroneous argument. According to the International Energy Agency's calculations, the global investment in new energy will reach $1.75 trillion in 2023, while global investment in new energy needs to reach $4.6 trillion by 2030 to achieve the phase goals of the Paris Agreement. Therefore, continuing to expand investment in new energy and achieve carbon neutrality goals is a common key task for the energy sectors of the 194 contracting parties to the Paris Agreement to achieve sustainable and secure transformation. This also indicates that the global development of new energy is still in an overall growth and upward trend, and the new energy industry belongs to the sunrise industry. The argument of "overcapacity in new energy" goes against the laws of industrial development. In recent years, China has implemented green and low-carbon transformation through practical actions, elevating the implementation of the "dual carbon" goal to a national strategy, implementing the strictest ecological environment protection system, and taking multiple measures to support enterprises in green energy innovation and research and development, continuously achieving new results and becoming the world's largest clean energy country with the largest installed capacity and the largest market for new energy vehicles. Through the technological innovation practices of Chinese enterprises, the production costs of new energy products in China have significantly decreased, the industrial scale has significantly expanded, the new installed capacity of clean energy such as wind energy and solar photovoltaic has been increasing year by year, and the number of newly registered electric vehicles has repeatedly reached new highs. At the same time, China actively promotes international cooperation in addressing climate change, providing high-quality new energy products and technologies to multiple countries around the world, including the United States, and making important contributions to the stability of the global new energy industry and supply chain. At present, it is a critical period for global climate governance, and some American politicians deliberately ignore the objective fact that China's new energy capacity utilization rate in various fields is at a normal level. They equate the large scale and high production of China's new energy industry with "overcapacity", attempting to clarify the "legal" climate obligations that the country should fulfill.
