Looking back at the origin, the Cultural and Industrial Fair can be said to have emerged in response to the times and kept pace with the times. In November 2002, the report of the 16th National Congress of the Communist Party of China proposed "actively developing cultural undertakings and cultural industries", and determined to make the development of cultural industries an important strategy for building a moderately prosperous society in all respects. In 2003, Shenzhen was the first in the country to propose the "cultural city" strategy, and combined with the characteristics of industrial development and the geographical advantages adjacent to Hong Kong and Macao, decided to hold the Cultural Expo from 2004, and established the principles of "government support, social participation, market operation, and standardized management" for organizing exhibitions. The first Cultural Expo underwent three upgrades during its approval period, from Shenzhen to Guangdong Province and then to the country. It was jointly hosted by the Ministry of Culture, the General Administration of Radio, Film and Television, the General Administration of Press and Publication, and the Guangdong Provincial People's Government, and hosted by the Shenzhen Municipal People's Government. In 2004, Shenzhen officially established the "cultural city" strategy, and the Cultural Expo became an important pivot of this strategy. In 2006, the total transaction volume of the second China International Fair for Cultural Heritage reached 27.54 billion yuan. It was listed as one of the key cultural exhibitions supported by the Outline of the National Cultural Development Plan for the Eleventh Five Year Plan period, and became the first comprehensive cultural industry expo in China to obtain UFI (Global Exhibition Industry Association) certification. The 4th China International Fair for Cultural Heritage, held in 2008, established an International Cultural Museum for the first time, and the Hong Kong SAR government officially organized a group to participate in the exhibition. In 2020, in the face of the sudden impact of the epidemic, the 16th Cultural Expo was held online for the first time in the form of "Cloud based Cultural Expo". By carrying out the construction of the "Five Clouds" including cloud opening, cloud exhibition hall, cloud investment promotion, cloud signing, and cloud big data, a new structural design and process reengineering of the online exhibition mode have been carried out, creating a new online exhibition platform that integrates display, transaction, communication, and interaction. This not only achieves a new transformation of the exhibition mode, but also marks the beginning of the digital first year of the Cultural Expo. In 2022, ICIF was written into the Brief History of the Propaganda Work of the CPC. The Gansu booth of the 19th China International Cultural Fair is filled with singing and dancing.
