On May 14th, the Supreme People's Court, the Supreme People's Procuratorate, and the Standing Committee of the National People's Congress held a symposium to commemorate the 30th anniversary of the promulgation of the National Compensation Law. Xiao Jie, a member of the Party Group and Vice Chairman of the Standing Committee of the National People's Congress, Zhang Jun, Secretary of the Party Group and President of the Supreme People's Court, and Ying Yong, Secretary of the Party Group and Prosecutor General of the Supreme People's Procuratorate, attended the symposium and delivered speeches. It is reported that since the promulgation of the State Compensation Law of the People's Republic of China, courts across the country have accepted a total of 318000 cases of state compensation from 1995 to 2023, including 99000 judicial compensation cases, with a determined compensation amount of 7.535 billion yuan. Compared with 1995, the number of national compensation cases accepted in 2023 has increased by 17.55 times, and the daily compensation standard for infringement of personal freedom has increased from 17.76 yuan to 436.89 yuan. The role of the national compensation system in exercising rights and remedies is more fully realized. Before the 18th National Congress of the Communist Party of China, for every 15000 cases accepted by the people's courts, one case caused by illegal or erroneous conduct was liable for compensation by the compensatory agency. After the 18th National Congress of the Communist Party of China, the number of cases accepted has been reduced to 34000, with one case being the responsibility of the compensation obligation agency. The power supervision function of the national compensation system continues to play a role, and the effectiveness of preventing and reducing national compensation cases from the source is significant. The National Compensation Law has undergone two revisions, with a wider scope of compensation, smoother compensation procedures, more secure payment of compensation fees, and a more solid legal foundation for safeguarding human rights and regulating public rights. It has played an important role in fully implementing the principles of respecting and safeguarding human rights in the Constitution, comprehensively building socialist democracy and the rule of law, and assisting in the integrated construction of a rule of law country, rule of law government, and rule of law society. Xiao Jie pointed out that the promulgation and implementation of the National Compensation Law and the establishment of a national compensation system are important milestones in China's democratic and legal construction. Over the past 30 years, under the strong leadership of the Party, China's national compensation legal system has been continuously improved, and significant achievements have been made in national compensation work. We have fully implemented constitutional provisions, respected and protected human rights, promoted social fairness and justice, and promoted the comprehensive rule of law and the construction of a rule of law country. The current and future period is a critical period for comprehensively promoting the building of a strong country and national rejuvenation with Chinese path to modernization. Zhang Jun pointed out that over the past 30 years, the people's courts have lawfully fulfilled their responsibilities in national compensation trials, effectively protected and remedied the rights infringed upon, effectively promoted the exercise of powers by state organs in accordance with the law, resolutely maintained social fairness, justice, harmony, and peace, and played a positive role in rectifying injustice, correcting errors, protecting human rights, and restoring public trust. To comprehensively improve quality and efficiency, we need to establish a quality management index system for trials and improve the efficiency of people's courts
