Recently, the Ministry of Veterans Affairs and the Ministry of Justice jointly issued the Opinions on Strengthening the Volunteer Work of Legal Services for Veterans, implementing the Law on the Protection of Veterans and the Regulations on Volunteer Services, and making arrangements and requirements for further improving the volunteer work of legal services for veterans. The opinion is proposed that the Department of Veterans Affairs should establish a volunteer team for legal services for retired soldiers based on the needs of the Veterans Service Center (Station). Veterans affairs departments at all levels can provide necessary venues and convenient conditions for legal service volunteer work at the Veterans Service Center (Station). We need to strengthen our service capabilities and focus on recruiting retired military legal service volunteers from lawyers, notaries, judicial appraisers, arbitrators, people's mediators, and grassroots legal service workers with experience in legal service volunteer work. Encourage "two representatives and one committee member" with legal professional knowledge, retired soldiers, retired military affairs officers, personnel engaged in legal education and research in higher education institutions and research institutions, as well as legal related professional students, to actively participate in volunteer activities for legal services for retired soldiers. The opinion points out that retired military legal service volunteers should seriously carry out legal consultation, participate in conflict resolution, carry out rule of law propaganda, and assist in judicial assistance. Pay attention to interpreting laws and principles from a professional perspective, and guide retired soldiers to express their interests and demands in a reasonable and legal manner. By holding lectures on legal knowledge and other forms, targeted legal publicity activities are carried out for retired soldiers. Apply for national judicial assistance for eligible veterans, or provide legal assistance to safeguard their legitimate rights and interests through legal means. We need to improve service standards and enhance the level of service standardization and standardization. Promote smart services, refined services, and balanced services, strengthen information construction, and provide online consultation, information push, and other services for retired soldiers; Provide voluntary legal services to retired soldiers in areas with limited legal resources, remote areas, and rural areas through targeted support, touring services, and exchange and training. The opinion requires that all levels of retired military affairs departments and judicial administrative departments should strengthen communication and coordination, closely cooperate in work, and establish institutionalized and standardized work linkage mechanisms. The Department of Veterans Affairs can support the operation and management of legal service volunteer work through government procurement of services and other means in accordance with the law. Encourage social funds to support voluntary legal service activities for retired soldiers.
