On May 8th, the 26th International Commercial Arbitration Council (ICCA Congress) concluded in Hong Kong. The next day, the only peripheral event of this conference held outside Hong Kong (hereinafter referred to as ICCA2024 Shenzhen Border Conference) opened in Shenzhen, a river away, marking a successful conclusion to the conference. This concluding work is particularly meaningful with the theme of "The Latest Development of International Arbitration in China". After being held in Beijing in 2004, the conference returned to China 20 years later. The ICCA2024 Shenzhen Border Conference invites the international legal community to have a closer understanding of the innovative development of China's international arbitration, and to promote the latest developments in China's market-oriented, rule of law, and international business environment globally. This is undoubtedly a response to the choice of the conference to be held in Hong Kong. In recent years, China's arbitration industry has developed rapidly and achieved outstanding achievements, further enhancing the credibility and international influence of Chinese arbitration. "The Guangdong Hong Kong Macao Greater Bay Area is one of the most dynamic regions in the world's economic growth today. The conference held here not only provides an opportunity for China's arbitration to fully showcase itself, but also provides a new platform for international colleagues to better understand and cooperate with China's arbitration. Yang Xiangbin, Director of the Public Legal Services Administration of the Ministry of Justice, said at the ICCA2024 Shenzhen Border Meeting that the Judicial Tribe has effectively coordinated the promotion of domestic and foreign-related legal responsibilities, actively played a role in the revision of arbitration law, arbitration reform and innovation, international and professional construction of arbitration, international exchange and cooperation in arbitration, and talent cultivation, and promoted the significant development and progress of China's arbitration.". I hope that the arbitration institutions in the two regions can achieve common development, cooperation, and win-win results, creating conditions for the early establishment of an international legal and dispute resolution service center in the Asia Pacific region, and providing high-quality legal services and legal guarantees for the construction of the Greater Bay Area and the stable and far-reaching implementation of the "One Country, Two Systems" policy. The Secretary for Justice of the Hong Kong Special Administrative Region Government, Carrie Lam, also stated that Hong Kong and Shenzhen have maintained close cooperation in promoting arbitration. The Hong Kong SAR government has been striving to build an international legal and dispute resolution service center in the Asia Pacific region, playing a unique role under the "One Country, Two Systems" policy. Lin Dingguo introduced 9 judicial assistance arrangements that have been signed between Hong Kong and the mainland. At the same time, the legal departments of Guangdong, Hong Kong, and Macau are promoting cooperation among arbitration and mediation institutions in the three regions to jointly build a dispute resolution platform for the Greater Bay Area.
