At the 2024 Beijing Tianjin Hebei Party and Government Leaders Symposium held in Tianjin on May 12, focusing on promoting the high-quality construction of Xiong'an New Area, effectively constructing the Beijing Tianjin Hebei industrial chain, deepening cooperation on science and technology innovation platforms, and integrating the development of the "Tongwu Corridor", multiple key tasks and measures were identified in the three regions, promoting the coordinated development of the Beijing Tianjin Hebei region to a new level. Last May, the symposium on deepening the coordinated development of Beijing Tianjin Hebei was held in Hebei. Over the past year, the three provinces and cities have steadfastly alleviated the non capital functions of Beijing, promoted the coordinated development of the Xiong'an New Area in Hebei and the sub center of Beijing, sang the "dual city record" of Beijing and Tianjin, and continuously made breakthroughs in key areas such as transportation, ecology, industry, and public services. The construction of a modern capital metropolitan area has been deeply promoted, and coordinated development has continued to deepen and solidify. Xiong'an New Area is a key area for promoting the coordinated development of Beijing Tianjin Hebei. The three provinces and cities have formulated an action plan to jointly promote the high standard and high-quality construction of Xiong'an New Area, proposing 18 measures such as jointly building innovation platforms and improving public service levels, to help Xiong'an New Area build an innovation highland and entrepreneurial hot land. Industrial cooperation is the physical content and key support for the coordinated development of the Beijing Tianjin Hebei region. Last year, the three regions jointly drew a map of six key industrial chains, including hydrogen energy and biopharmaceuticals. The Action Plan for Promoting the Implementation of Six Key Industrial Chain Maps in the Three Provinces and Cities of Beijing, Tianjin, and Hebei, which has been passed this time, has identified 42 tasks in areas such as attracting investment and tackling bottlenecks, and has also developed a list of responsibilities and implementation guidelines. Collaborative innovation is an important focus for deepening the implementation of the Beijing Tianjin Hebei coordinated development strategy, and is a key content for cultivating and developing new quality productive forces. The three regions have jointly formulated an action plan to promote the improvement of quality and efficiency of the Beijing Tianjin Hebei National Technology Innovation Center, clarifying 12 key tasks such as technology research and development, achievement transformation, and talent cultivation, and accelerating the development of the Beijing Tianjin Hebei National Technology Innovation Center into a strategic platform for collaborative innovation in the Beijing Tianjin Hebei region. Tongwu Corridor is the region with the most integrated development foundation in the Beijing Tianjin Hebei region. The symposium reviewed and approved the action plan for promoting the high-quality development of the "Tongwu Corridor" integration, proposing eight key tasks such as industrial cooperation, ecological environment protection, and cultural tourism integration, to accelerate the development of regional integration to a higher level. The first Party and government leadership symposium held in the Beijing Tianjin Hebei region last year established a working mechanism of "coordinating important matters, supervising tasks, and implementing specialized teams", which played an important role in promoting coordinated development. Based on the new situation and new tasks, this year the three regions will jointly revise and deepen the operational rules of the Beijing Tianjin Hebei coordinated development mechanism, incorporating the collaboration of the three regions' people's congresses and political consultative conferences into the working mechanism, and forming a joint force on a larger scale; At the same time, on the basis of the existing 15 thematic working groups, three thematic working groups on energy, water, and statistics will be added to promote more precise, pragmatic, and efficient implementation of tasks in various fields.
