The reporter learned from the Supreme People's Procuratorate today that in order to adapt to the development needs of legal supervision work in the new era of procuratorial organs and further improve the professional and standardized level of procuratorial technical work, the Supreme People's Procuratorate recently issued the "Opinions on Strengthening Procuratorial Technical Work in the New Era" (hereinafter referred to as the "Opinions"). The Opinion points out that the role of prosecutorial technology should be fully utilized in the supervision and handling of cases. Strengthen the work of inspection and appraisal, enhance the evidence support role of inspection and appraisal in procuratorial investigation, and play the role of inspection and appraisal in public interest litigation investigation and verification, and litigation request judgment. Expand the scope of support for evidence verification in litigation supervision cases through inspection and appraisal. Strengthen the specialized review of technical evidence, fully leverage the role of prosecutorial technology in assisting supervision and error correction, comprehensively review major and difficult cases and technical evidence with disputes and differences, and conduct normalized analysis of business data such as the review rate and adoption rate of technical evidence. Strengthen technical assistance in procuratorial work, standardize on-site inspection and evidence collection work, and improve the rules for on-site inspection and evidence collection work of procuratorial organs. Strengthen the application of technologies such as rapid detection, big data, and remote sensing in online search, discovery, screening, and other prosecutorial supervision and case handling. Deepen the application of techniques such as handwriting investigation, judicial accounting inspection, and psychological testing. Strengthen the support of prosecutorial technology for prosecutors to appear in court for cross examination and prosecution hearings. The Opinion emphasizes the need to improve the system of prosecutorial technical work and coordinate the use of prosecutorial technical resources. All levels of procuratorial organs adhere to business needs, reasonably layout procuratorial technical institutions, establish distinctive procuratorial technical specialties, and reasonably allocate procuratorial technical personnel. Fully leverage the advantages of prosecutorial integration, coordinate and strengthen the use and management of prosecutorial technical resources, and focus on improving the quality and efficiency of the operation of prosecutorial technical work. The Opinion requires strengthening organizational leadership and improving the professional and standardized level of prosecutorial technical work. Party groups of procuratorates at all levels should plan and promote procuratorial technical work from the perspective of ensuring high-quality and efficient case handling and promoting modernization of procuratorial work. They should regularly listen to reports on procuratorial technical work, coordinate and solve difficulties and problems encountered. Strengthen professional construction, establish a talent training mechanism that conforms to the characteristics of the procuratorial technology profession, and carry out specialized training for professional and technical qualifications and appraisal qualifications. Establish a talent pool for procuratorial technology and establish a key laboratory system for procuratorial organs.
