China calls on the international community to work together to promote global artificial intelligence governance

On the 7th, Dai Bing, the Deputy Permanent Representative of China to the United Nations, said that the international community needs to work together to promote global artificial intelligence governance and ensure that artificial intelligence better promotes the achievement of sustainable development goals. Dai Bing said at the special session of the United Nations Economic and Social Council on using artificial intelligence to promote the achievement of sustainable development goals, that global governance through artificial intelligence is crucial to the fate of all humanity and a common issue faced by all countries. We must adhere to the principles of people-oriented and intelligent towards goodness, continuously improve the safety, reliability, controllability, and fairness of artificial intelligence technology, and ensure that artificial intelligence is always under human control. Oppose the use of artificial intelligence technology to spread false information, interfere in the internal affairs of other countries, endanger their sovereignty, and maliciously obstruct their technological development. Dai Bing said that we must adhere to true multilateralism, ensure that all countries, especially developing countries, fully and equally participate in global governance of artificial intelligence, and enhance the representation and voice of developing countries in global governance of artificial intelligence. China supports the United Nations to play a major role in this regard and supports all parties in formulating an international artificial intelligence governance framework with broad consensus based on the principles of broad participation and consensus. The Global Artificial Intelligence Governance Initiative proposed by China in October last year can provide useful reference for relevant international discussions and rule making. Dai Bing said that we must adhere to a focus on development, continuously bridge the digital and intelligent divide, help developing countries strengthen capacity building, carry out international cooperation and assistance, and promote artificial intelligence to better empower sustainable development and enhance the common well-being of all mankind. Currently, artificial intelligence technology is developing rapidly, but most countries, especially those in developing countries, have not yet truly benefited from it. Developing countries generally look forward to strengthening international cooperation in building artificial intelligence capabilities. Dai Bing stated that considering the demands of developing countries for equal development and utilization of artificial intelligence technology, as well as the sharing of knowledge and achievements in artificial intelligence, China and other member states recently proposed a draft resolution at the United Nations General Assembly on strengthening international cooperation in artificial intelligence capacity building, aiming to promote consensus among all parties, further improve global governance of artificial intelligence under the United Nations framework, help developing countries fairly share the achievements of artificial intelligence development, and not let any country or person fall behind.
