The report of the 20th National Congress of the Communist Party of China pointed out that "promoting the modernization of the national security system and capabilities, resolutely maintaining national security and social stability," and "safeguarding the new development pattern with a new security pattern.". Urban security is an important component of national security. Promoting the construction of resilient and safe cities in response to the new security pattern not only highlights the value pursuit of the new security pattern centered on the people, but also points out the direction for the construction of resilient and safe cities from the perspective of national security, providing a new path for the development of urban security. Currently, urban safety risks exhibit diversified and compound characteristics, with traditional and non-traditional risks emerging one after another. Domestic and foreign risks are intertwined and overlapped, and the compound characteristics of risks drive the comprehensive characteristics of urban safety risks. The overlapping effect of urban safety risks is constantly evident. The emergence of some "black swan" and "gray rhinoceros" events not only has independent attributes of genetic significance, but also has the superposition effect of spatiotemporal evolution and chain propagation characteristics, which promotes the connotation category of urban safety to break through the spatiotemporal interval between normal and abnormal, showing a composite characteristic. The cross domain demand triggered by the spillover effect of urban safety risks is not limited to a single territory, department, or field, but rather breaks through the territorial, bureaucratic, and cognitive limitations of traditional urban safety risk governance on the basis of continuous expansion. It requires the transformation of urban safety risk governance from traditional fragmented management to integrated governance.
