The Regulations provide comprehensive and multidimensional provisions for cross regional collaborative systems such as planning and construction, ecological environment, and innovative development within the demonstration zone. The key institutional innovation achievements that have been explored and formed in the demonstration zone are fixed in the form of legislation, which is conducive to helping the demonstration zone to develop a new path of cross administrative region co construction and sharing that benefits ecological civilization and economic and social development through legal means. In 2020, the Standing Committees of the People's Congress of Shanghai, Jiangsu, and Zhejiang provinces and cities respectively passed the Decision on Several Issues Concerning Promoting and Ensuring the Construction of Ecological and Green Integrated Development Demonstration Zones in the Yangtze River Delta (hereinafter referred to as the Decision), clarifying that the demonstration zone council jointly established by Shanghai, Jiangsu, and Zhejiang provinces and cities serves as a decision-making platform; The demonstration zone executive committee jointly established by two provinces and one city serves as the development and construction management organization; The Executive Committee of the Demonstration Zone authorizes the exercise of provincial-level project management authority in accordance with the Decision.
