"Based on the industrial park, the actual needs of enterprises are taken as the competition topic, and universities form teams to solve problems. Through competition to promote integration, the education chain talent chain and industry chain innovation chain are organically connected." said Wei Nan, Deputy Minister of Education Reform Department of Haihe Education Park Management Committee. The construction of Haihe Education Park is a microcosm of Tianjin's deepening of the supply side structural reform of vocational education. Not long ago, the Tianjin Vocational Education Industry Education Integration Promotion Regulations were promulgated, which is the first local regulation related to vocational education industry education integration in China. The regulations specify that the municipal people's government should strengthen its leadership over the integration of vocational education and industry, improve the coordination mechanism, and study and solve major problems in the integration of vocational education and industry. Nowadays, more and more people realize that vocational education cannot be simply understood as education provided by vocational schools, but is a systematic project that involves various aspects such as government, industry, enterprises, and schools. Therefore, it should be planned and laid out from a higher perspective. Exploring the construction of a modern vocational education system at the provincial level and driving high-quality development through targeted reform breakthroughs is an important task in deepening the reform of the modern vocational education system. It is reported that currently, the Ministry of Education has jointly established a new model pilot for the construction of modern vocational education systems in eight provinces. "Focusing on national strategy, leveraging overall planning, and highlighting local characteristics, the joint construction of provinces and ministries is steadily advancing. For example, Heilongjiang Province fully leverages the supporting role of vocational education in developing modern agriculture, building modern rural areas, and cultivating modern farmers to serve national food security; Hunan Province surrounds advantageous industries such as construction machinery and rail transit equipment to serve the construction of important advanced manufacturing highlands in the country." The relevant person in charge of the Ministry of Education stated that the next step will be to select provinces with good conditions and strong willingness to reform and explore, negotiate and determine pilot tasks on a provincial basis, and gradually expand the scope of provincial pilot projects. Enterprises directly participate in the development of educational and teaching resources and enter the rail vehicle technology training base of Changzhou Railway Higher Vocational and Technical School, where a long train of subway bodies comes into view. Here, students can conduct various practical training such as debugging and repairing the entire vehicle's electrical system, pantographs, doors, and bogies.
