Institutional advantage is the greatest advantage of a country, and institutional competition is the fundamental competition between countries. For the past decade, we have adhered to the centralized and unified leadership of the Party Central Committee over national security work, adhered to the overall national security concept, and gradually built a systematic, scientific, standardized, and effective national security system through practical exploration. The modernization level of the national security system and capabilities has been continuously improving. From the four dimensions of strategic thinking, leadership system, operational mode, and talent guarantee of the national security system, we can deeply understand the political consciousness and practical achievements of implementing the overall national security concept in the past decade. The overall concept of national security has rich connotations, profound thoughts, rigorous logic, and a complete system. It is the first major strategic idea in the history of our party to be established as the guiding ideology for national security work, marking a new height in our party's understanding of the basic laws of national security. On the one hand, the overall national security concept emphasizes the use of systems science, systems thinking, and systems methods to study and solve national security issues, requiring the coordination of external and internal security, national security and national security, traditional and non-traditional security, self security and common security, and the overall maintenance and shaping of national security. National security is not a simple superposition of security in various fields, but a holistic system that influences and links with each other, and transcends its organic unity. On the other hand, guided by the overall national security concept, the National Security Law scientifically defines the new era connotation of national security, that is, "National security refers to the ability of a country's political power, sovereignty, unity and territorial integrity, people's well-being, sustainable economic and social development, and other major national interests to be relatively safe and free from internal and external threats, as well as the ability to ensure sustained security.". This definition fully integrates cognitive perspectives such as national interests, internal and external environments, and international politics, clarifying that the essence of maintaining national security lies in safeguarding national core interests and major issues
