Developing cultural undertakings is a fundamental way to meet the spiritual and cultural needs of the people and safeguard their cultural rights and interests. The report of the 20th National Congress of the Communist Party of China emphasizes the establishment of a sound modern public cultural service system and the innovative implementation of cultural welfare projects. On the new journey, cultural construction should be placed in a more prominent position, and efforts should be made to improve the level of public cultural services, so that the people can enjoy a more fulfilling, richer, and higher quality spiritual and cultural life. To improve the public cultural service system and increase the coverage and applicability of basic public cultural services, it is necessary to adhere to government leadership, social participation, downward shift of focus, and joint construction and sharing. In recent years, public cultural services have developed rapidly by guiding and encouraging social forces to participate. In 2021, the Ministry of Culture and Tourism, the National Development and Reform Commission, and the Ministry of Finance jointly issued the "Opinions on Promoting the High Quality Development of Public Cultural Services", which put forward clear requirements for further strengthening social participation, including "increasing the government's purchase of public cultural services" and "encouraging the use of various methods to promote social forces to participate in the operation of public cultural facilities, the construction of activity projects, and the distribution of service resources". The Ministry of Culture and Tourism has released the "14th Five Year Plan for the Construction of Public Cultural Service System", which makes specific arrangements for promoting the socialization of public cultural services. Practice has proven that, on the basis of achieving basic protection and promoting fairness, adapting to the diversified trend of modern public cultural service supply entities, encouraging social forces to participate in the construction of public cultural service systems, can leverage the expertise and advantages of different supply entities, promote the high-quality development of public cultural services, and continuously enhance the development momentum, convenience, and diversity of public cultural services. From the perspective of public cultural facilities, combining urban renewal and introducing social forces to participate in the operation of public cultural facilities is conducive to promoting wide coverage and improving efficiency of public cultural facilities. From the perspective of public cultural service content, gradually establishing an integrated, high-level, and branded content system through socialized operation is conducive to forming a large-scale cultural resource reserve, effectively mobilizing various forces, and providing endogenous impetus for the sustainable development of public cultural undertakings. Encouraging social forces to participate in the construction of public cultural service systems can also enhance the level of grassroots social governance in a way that benefits the people through culture. The role of this is mainly reflected in: catering to the needs of the masses and providing abundant and exquisite cultural services to different groups through characteristic brand activities; Integrating excellent traditional Chinese culture, revolutionary culture, and advanced socialist culture into the cultural space, effectively enhancing the cultural literacy and confidence of the masses, making the cultural space a platform for consolidating people's hearts, wisdom, and strength, and enhancing the effectiveness of grassroots governance. There are still some urgent problems to be solved in the current socialization development of public cultural services, including narrow social participation, single participation forms, insufficient innovation in service models, and uneven number and quality of service recipients. How to mobilize social forces and resources on the basis of moderate scale and balanced layout, cultivate and introduce a batch of high-quality content suitable for new public cultural service spaces through innovative socialized operation methods, and create new cultural service scenes? How to achieve basic public cultural services with no missing items, full coverage of the population, guaranteed financial resources, and sustainable services? How to further prevent operational risks of public cultural facilities and effectively improve them
