This is an administrative regulation that deeply implements the development concept of putting the people at the center, systematically summarizes the experience of consumer rights protection in recent years, actively responds to the concerns of consumers, and comprehensively improves the level of legalization of consumer rights protection. Specifically, it firmly establishes a clear people-oriented approach. The Regulations emphasize that consumer rights protection work should adhere to the principle of putting the people at the center, and clarify the basic purpose and overall idea of this law. The Regulations comprehensively and multi-level layout consumer rights protection work from the aspects of consumer rights and operator obligations, state protection of consumer legitimate rights and interests, and dispute resolution rules, fully implementing the requirements of "reflecting people's interests, reflecting people's wishes, safeguarding people's rights and interests, and enhancing people's well-being". Secondly, fully reflect the will and voice of the people. The Regulations directly address the practical issues that consumers are most concerned about, establish rules for the protection of personal information, the right to regret, and the right to a peaceful life, and improve the consumer rights system. The Regulations clearly stipulate consumer rights protection rules in specific fields such as live streaming marketing and prepaid consumption, and provide moderate preferential protection for special consumer groups such as minors and the elderly. In addition, while listing consumer rights, the Regulations also set up fallback clauses for consumer rights protection to meet the needs of new types of consumer rights protection. Thirdly, improve and perfect measures to serve the people. The exercise of consumer rights such as the right to know, the right to independent choice, and the right to fair trade requires the protection of public power. The Regulations stipulate the responsibility of the government to protect the legitimate rights and interests of consumers, require relevant administrative departments to strengthen the analysis and application of complaint and reporting information, timely carry out consumption warning and risk warning, and require relevant administrative departments to strengthen the coordination and information sharing of consumer rights protection work, in order to better meet the new expectations of the people for consumer rights protection work. The Regulations enrich the functions of consumer associations, guide consumers to protect their legitimate rights and interests through various means such as negotiation, mediation, complaint, arbitration, and litigation in accordance with the law, and encourage operators to establish and improve systems such as advance compensation and online dispute resolution, in order to timely prevent and resolve consumer disputes. In addition, the Regulations reaffirm the principles of honesty and trustworthiness, and the prohibition of abuse of rights, in order to properly balance conflicts of rights and resolve conflicts and disputes.
