Wang Yi's Discussion on the "Five Always" of China Russia Relations

On April 9th, Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, held talks with Russian Foreign Minister Lavrov in Beijing and jointly met with reporters. Wang Yi stated that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Russia. Over the past three quarters of a century, China Russia relations have gone through ups and downs, becoming increasingly mature, resilient, and profound. Both sides regard each other as priority partners, uphold the spirit of permanent neighborly friendship and comprehensive strategic cooperation, elevate bilateral relations to the highest historical level of comprehensive strategic partnership in the new era, and establish a model of friendly exchanges and win-win cooperation between major countries and neighboring countries. Looking back at the past and looking forward to the future, in order to further consolidate and develop China Russia relations, we must adhere to the "Five Always": both sides must always follow the strategic guidance of the head of state's diplomacy. This year, the two heads of state will continue to maintain close exchanges through various means, and both sides will take the consensus of the two heads of state as the fundamental principle to promote stable and far-reaching bilateral relations. Both sides must always adhere to the principles of "non alignment, non confrontation, and no targeting of third parties". China and Russia have experienced ups and downs, and both sides have summarized their historical experiences and lessons, finding a correct path to promote the healthy and stable development of bilateral relations. The good relationship between China and Russia today is not easy won and deserves to be cherished and carefully maintained by both sides. Both sides must always adhere to the right path in the face of right and wrong. As permanent members of the United Nations Security Council and major emerging powers, China and Russia should stand firmly on the side of historical progress, fairness and justice, actively respond to the universal wishes and legitimate concerns of people of all countries, advocate for a new path of dialogue, non confrontation, and non alliance between countries, oppose all hegemonic and hegemonic acts, oppose Cold War thinking and provocation of division and confrontation, and actively promote the construction of a community with a shared future for mankind. Both sides should always pursue inclusive and win-win cooperation. China and Russia will actively seek convergence points of interests between the two countries, leverage their respective strengths, carry out mutually beneficial cooperation, and achieve mutual achievements. China and Russia will continue to prioritize the well-being of their two peoples, advocate for inclusive economic globalization, jointly oppose unilateralism and protectionism, oppose "building walls and barriers" and "decoupling and breaking chains", work together to maintain the stability of international industrial and supply chains, and cultivate new driving forces for global development and progress. Both sides should always promote an equal and orderly multipolarity in the world. Both China and Russia believe that the current global upheaval is accelerating, and the "global south" is gaining momentum. We must adhere to the principle of equality for all countries, oppose hegemonism and power politics, oppose the monopoly of a few countries on international affairs, and effectively promote the democratization of international relations. Both China and Russia support the core position of the United Nations in the global governance system, and both sides will further strengthen international cooperation.
