The reporter learned from the proposal delegation meeting for the second session of the 14th National People's Congress held in Beijing on April 1st that in 2023, the Ministry of Ecology and Environment hosted a total of 526 proposals for the first session of the 14th National People's Congress, including 127 proposals, 301 proposals, and 98 proposals. The relevant person in charge of the Ministry of Ecology and Environment stated that the Ministry of Ecology and Environment adheres to improving quality and enhancing effectiveness as the starting point and focus of the proposal handling work, carefully studies and adopts the opinions and suggestions of representatives, transforms them into specific work measures, and promotes the high-quality development of ecological environment protection. In response to climate change, the construction of carbon emission trading markets has received more attention from representatives. The Ministry of Ecology and Environment, based on the suggestions of representatives, has orderly promoted relevant work and achieved a series of results. The national greenhouse gas voluntary emission reduction trading market was launched on January 22 this year, and the Interim Regulations on the Management of Carbon Emission Trading will be implemented from May 1 this year. In terms of water ecological environment governance, many representatives have suggested increasing funding and policy support for ecological environment protection and governance in key river basins and lakes. The Ministry of Ecology and Environment, in conjunction with the suggestions of representatives on strengthening the protection of water ecological environment in key river and lake basins, and five other departments including the National Development and Reform Commission, jointly issued the "Key Basin Water Ecological Environment Protection Plan", adhering to precise, scientific, and lawful pollution control, and coordinating the management of water resources, water environment, and water ecology. In terms of solid waste and new pollutant treatment, the Ministry of Ecology and Environment has issued the "2023 Promotion Plan for the Construction of" Waste free Cities ", and jointly with the National Development and Reform Commission, issued the" Overall Implementation Plan for Major Hazardous Waste Engineering Construction (2023-2025) ". The Ministry has organized a national survey of basic chemical substance information and a detailed investigation of chemical substance information for environmental risk priority assessment. In terms of air pollution prevention and control, the Ministry of Ecology and Environment, together with 26 departments including the National Development and Reform Commission, has studied and formulated the "Action Plan for Continuous Improvement of Air Quality", which clarifies the goal of improving air quality by 2025 and proposes 9 key tasks such as optimizing industrial structure and energy structure. In terms of soil ecology and rural environmental governance, combined with relevant suggestions from representatives, the Ministry of Ecology and Environment has studied and formulated the Guiding Opinions on Further Promoting Rural Domestic Sewage Treatment, promoting the construction of a sewage treatment mechanism led by county (city, district) governments, constructed and operated by legal entities, supervised by departments, and participated by villagers. In terms of marine ecological environment governance, in accordance with the relevant suggestions of the representative, the Ministry of Ecology and Environment has promoted the improvement of the revised draft of the Marine Environmental Protection Law, improved the relevant content of the marine ecological environment litigation and ecological environment damage compensation system, and added provisions for marine environmental law enforcement and implementation of ecological environment zoning control.
