Recently, the 16th bi weekly consultation symposium of the 14th National Committee of the Chinese People's Political Consultative Conference was held in Beijing, focusing on promoting the construction of a rule of law based business environment. During their speeches at the meeting, 10 members of the National Committee of the Chinese People's Political Consultative Conference unanimously believed that the rule of law should fully play its fundamental, expected, and long-term role in ensuring stability, further improving and optimizing legislation related to the business environment, strengthening judicial protection, and promoting the construction of a stable, transparent, standardized, and predictable legal business environment. We need to strengthen the construction of the social credit system and provide a good legal atmosphere for optimizing the business environment with the respect and compliance of the law by the whole people. Jiang Guangping, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Deputy Director of the Social and Legal Affairs Committee, suggested further improving the legal system. Accelerate the formulation of the Private Economy Promotion Law, revise the Regulations on Optimizing the Business Environment, focus on building a unified national market and improving the basic system, solve the problem of inconsistent laws and regulations, improve an open and transparent foreign-related legal system, actively absorb high standard international economic and trade rules, and steadily expand institutional openness. Encourage local governments to strengthen institutional innovation and provide a solid institutional foundation for optimizing the business environment through high-quality legislation. Ma Huaide, a member of the National Committee of the Chinese People's Political Consultative Conference and President of China University of Political Science and Law, suggested elevating the experience of optimizing the business environment in various regions into a regulatory system to improve the quality and efficiency of government services. 29 provinces (cities, districts) across the country have issued local regulations and rules to optimize the business environment. In practice, a number of beneficial experiences have been explored and formed in administrative law enforcement, administrative inspections, and government services. It is recommended to fix these mature experiences in legislative form and effectively promote the construction of a legal business environment. Hu Wenrong, a member of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference, suggested promoting the formulation of standards for defining data ownership, open sharing, transaction circulation, supervision and management, conducting institutional innovation and stress testing, and forming a number of innovative measures for international economic and trade rules based on elevation standards. At the same time, we will accelerate the replication and promotion of reform and exploration in key areas, promote the "one industry, one certificate" reform, market entity withdrawal, enterprise bankruptcy and other regulations in Pudong New Area to become laws, further solidify innovative achievements, and replicate and promote them nationwide as soon as possible. For example, in the field of intelligent connected vehicles, there are issues such as unclear regulatory tendencies in personal information protection and data security, and a lack of legal regulations on the implementation of intelligent connected vehicles, which have constrained the development of the industry. Suggest improving relevant laws and regulations, and promoting the formation of "Chinese standards" for emerging industries through legislation, law enforcement, and judicial coordination, in order to grasp the discourse power of industrial rules internationally. He Bingqun, a member of the National Committee of the Chinese People's Political Consultative Conference and Executive Vice President of the Hebei Provincial Law Society, said that since the 18th National Congress of the Communist Party of China, the construction of a rule of law government has achieved significant results. However, illegal and non exercise of power by administrative organs has occurred from time to time, and there is an urgent need to work together from both external and internal sources to strengthen supervision of administrative illegal behavior. In terms of external supervision, the procuratorial organs should fully leverage their unique role in supervising administrative violations; In terms of internal supervision, relevant documents on the reform of the administrative law enforcement system should be implemented well and accelerated
