Recently, the procuratorial organs of Daqing in Heilongjiang, Baicheng in Jilin, Songyuan in Jilin, and Xing'an League in Inner Mongolia gathered in Baicheng City to hold joint consultations on cross regional ecological protection cooperation between the Songhua River and Nenjiang River (hereinafter referred to as the "Two River Basin"), and signed the "Cross regional Procuratorial Cooperation Mechanism for Ecological Protection in the Two River Basin" (hereinafter referred to as the "Cooperation Mechanism"), clarifying the goals of ecological priority and green development, in order to reach a consensus on cross regional cooperation and jointly ensure the healthy development of the "Two River Basin" ecology. Previously, due to the influence of administrative divisions, the procuratorial organs of Heilongjiang, Jilin, and Inner Mongolia provinces (regions) usually adopted a "one case, one discussion, and on-demand promotion" approach in carrying out special public interest litigation procuratorial work such as river and lake governance and black soil protection. "Although it has been effective in the short term, over time, the drawbacks of asynchronous upstream and downstream, and different left and right banks have become increasingly prominent." "The wider the scope of the case, the greater the difficulty of governance." "There will be many difficulties and inconveniences in daily cooperation." According to prosecutors of public interest litigation in the three provinces (regions), when handling cases that cross provincial administrative divisions, have a wide range of impact, and involve multiple administrative organs' responsibilities and authorities, problems such as difficulty in coordination and low work efficiency will arise. ". To address this obstacle, in June 2023, the Zhaoyuan County Procuratorate of Heilongjiang Province, together with the Da'an City Procuratorate, Zhenlai County Procuratorate, Ningjiang District Procuratorate of Songyuan City, and Fuyu City Procuratorate of Jilin Province, jointly signed a cooperation agreement on natural watershed ecological protection areas, taking the lead in exploring the establishment of a "two provinces, five regions, and two rivers" mechanism platform. Since the operation of this mechanism for 9 months, the comprehensive governance of the river basin has achieved remarkable results -5 grassroots procuratorates have jointly carried out 2 river inspections, 6 exchanges of criminal and public interest prosecution services, transferred 7 clues, and handled a series of high-quality cases in areas such as wetland protection, solid waste pollution prevention and control, and water ecological environment protection along the river, effectively breaking regional barriers and forming a joint force for the protection of national interests and social public interests in the "Two Rivers Basin". Afterwards, on the basis of the original two provinces and five regions, the main stream of the Nenjiang River flows through the Duerbert Mongolian Autonomous County Procuratorate in Heilongjiang Province, as well as the Zhalaite Banner Procuratorate in Inner Mongolia Autonomous Region and the Horqin Right Front Banner Procuratorate, which also joined the "River Protection Action". In the "Cooperation Mechanism" signed this time, the procuratorial organs of the three provinces (regions) and four regions have established an integrated case handling mechanism in the fields of criminal, public interest litigation, digital prosecution, etc., focusing on issues such as river management, water resource management, soil and water conservation, and water pollution prevention and control, jointly creating the "Songnen River Protection Blue" public interest litigation procuratorial culture brand.
