Sun Wensheng, Deputy Director of the Comprehensive Department of the Civil Aviation Administration, introduced that the low altitude economy, as a strategic emerging industry, has high technological content, concentrated innovative elements, a long industrial chain, complex application scenarios, diverse users, and involves multiple departments and fields. It presents obvious characteristics of new quality productivity and broad development space. In recent years, driven by market demand and policy support, the low altitude economy represented by traditional general aviation and drone industries has achieved rapid development. Shang Kejia, Deputy Director of the Transport Department of the Civil Aviation Administration of China, introduced that traditional aviation has made steady progress. As of the end of 2023, there were 690 registered aviation enterprises and 2900 operational aircraft in China, with an average monthly flight time of 114000 hours, which is 2.5 times, 1.5 times, and 1.8 times higher than in 2015, respectively. The second is the flourishing development of new drone industries. As of the end of 2023, there were 1.267 million registered drones in China, a year-on-year increase of 32.2%, with 19000 enterprises operating drones. The third is the continuous improvement of guarantee capabilities. As of the end of 2023, there were 449 general airports in China, which is 7.4 times higher than in 2015. The fourth is stable and controllable safety level. In 2023, the number of navigable flights increased by 27.5% compared to 2019, and the accident per thousand flights rate decreased by 42.1% compared to 2019. "At present, unmanned aerial flight activities in China are showing a good development trend." Luo Hongjiang, Deputy Director of the Air Traffic Control Industry Management Office of the Civil Aviation Administration of China, said that civil drones have taken the lead in achieving industry popularization in the fields of agriculture, forestry, animal husbandry, fishing, and entertainment aerial photography. The management models and technical standards for urban scenes and logistics applications have begun to have a promotion foundation. To promote the healthy development of low altitude economy, the civil aviation department has launched a series of supporting policies and reform and innovation measures around airport construction, access management, service guarantee, and other aspects, in order to continuously optimize relevant management and services. This has formed more effective support from hardware, technology, and system aspects. In terms of management, we will significantly relax market access, introduce a notification commitment system for approval, establish an integrity system, and advocate industry self-discipline. In addition, the comprehensive management platform for civil unmanned aerial vehicles has been put into operation, achieving services such as airspace planning, suitable airspace information inquiry, and flight activity application, basically forming an integrated comprehensive supervision service capability. In terms of pilot projects, the approval of the civil aviation department involves optimization of license approval, adjustment of regulatory models, classification of airport construction, cross industry integration, information platform construction, drone logistics distribution, and other areas of aviation reform pilot projects, covering more than 80% of provinces. In terms of infrastructure, the civil aviation department is promoting the management reform of the general airport industry, and the management mechanism is constantly becoming clearer. The airport licensing and filing process is more convenient, and the number of airports is growing rapidly.
