On March 27th, the Supreme People's Court held the first "Administrative Trial Lecture Hall", inviting Professor Ma Huaide, President of China University of Political Science and Law, Vice President of China Law Society, and President of China Law Society Administrative Law Research Association, to give a lecture. The first lecture was presided over by He Xiaorong, a member of the Party Group and Vice President of the Supreme People's Court. Professor Ma Huaide, titled "How to prevent administrative litigation procedures from being idle? - The Key to Substantive Resolution of Administrative Disputes," comprehensively analyzes the prominent problems of excessive litigation and procedural idle in the field of administrative litigation from the perspective of current administrative trial work, deeply analyzes the causes, studies countermeasures, and proposes to further establish judicial authority, build diversified dispute resolution mechanisms, fully leverage the functions of administrative litigation, administrative reconsideration, administrative adjudication, administrative mediation, and other systems, form internal and external forces, and effectively promote the substantive resolution of administrative disputes. In summary, He Xiaorong pointed out that substantive resolution of administrative disputes is an important means of safeguarding the interests of the people and the public interest in accordance with the law, and serving high-quality development. To truly implement "serving the overall situation and serving the people's justice" in administrative trials, further unify the standards for reviewing prosecution conditions, accurately identify the plaintiff's litigation requests, and strengthen precise interpretation and reasoning. With the awareness of "like me in litigation", we should select the adjudication method that is most conducive to the substantive settlement of administrative disputes according to law, improve the credibility of administrative adjudication and the people's recognition, further focus on the governance of litigation sources, constantly improve the quality and efficiency of administrative adjudication, and better support and serve Chinese path to modernization by promoting the modernization of administrative adjudication.
