On the 25th, Liu Liehong, Director of the National Bureau of Data, stated at the 2024 Annual Meeting of the China Development Forum that he will accelerate the removal of institutional barriers that hinder the compliant and efficient circulation of data elements, improve the basic institutional system of data elements, and launch a batch of policy documents. Liu Liehong said that the construction of a data infrastructure system is complex and long-term. We will adhere to a problem oriented approach, respond to social concerns, gradually build a data property rights system that is conducive to protecting the rights and interests of all parties and releasing the value of data elements, accelerate the cultivation of a diversified and multi-level data circulation and trading system, explore the establishment of a profit distribution mechanism that is conducive to stimulating market vitality, and continuously improve the data security governance mechanism involving multiple parties. In terms of data element development and utilization, Liu Liehong stated that data is different from other traditional elements, and only when combined with scenarios can data value be better realized. We are actively promoting the reform of public data resource management and operation mechanisms, hoping to leverage the integration and application of data from all parties through the development and utilization of public data. At the same time, we will vigorously promote the development and utilization of enterprise data, handle data security and personal information protection, and better release the value of data elements while protecting the legitimate rights and interests of all parties. Currently, the production and storage of data in China are rapidly increasing, and the development capacity of data resources is continuously enhancing. However, the bottleneck problem that restricts the "supply", "flow", and "good use" of data is still prominent.
