The Regulations have made clear provisions on strengthening water quota management, total quantity control, planned water use management, water use planning, and water pricing system. For example, strict administrative penalties such as fines and revocation of water intake permits are imposed on illegal activities such as encroachment, damage, unauthorized movement of water metering facilities, or interference with water metering. High water consuming industrial enterprises exceed their water usage quotas and fail to carry out water-saving renovations on schedule.
