What is the situation of basic medical insurance participation in the country? Is the payment standard for resident medical insurance reasonable? In response to these issues, the reporter interviewed relevant officials from the National Medical Insurance Administration. The number of residents participating in medical insurance remains stable. According to information provided by the National Medical Insurance Bureau, the coverage of basic medical insurance in China has remained stable at over 95%, and the quality of insurance participation continues to improve. From a macro perspective, the number of residents participating in medical insurance has remained stable, but there have been slight fluctuations in relevant data in recent years. Zhao Xin, Deputy Director of the Finance and Regulations Department of the National Medical Insurance Administration: There are mainly two reasons. Starting from 2022, after the nationwide unified medical insurance information platform was launched, we utilized big data to clean up approximately 56 million duplicate insurance data across and within provinces. The insurance structure has been optimized, and it can be seen that from 2020 to 2023, due to the impact of new employment opportunities such as college students, approximately 5 to 8 million people will switch from participating in resident medical insurance to participating in employee medical insurance each year. Objectively speaking, with the changing situation of aging and fewer children in the country's population, it may have a certain impact on the total population, and correspondingly, it will inevitably have a certain impact on the number of participants in basic medical insurance. In order to gain a deeper understanding of the insurance situation in rural areas, the National Medical Insurance Bureau recently dispatched personnel to conduct on-site research on insurance work in 8 villages with relatively weak foundations in 8 provinces including Inner Mongolia, Heilongjiang, and Henan. The results showed that the overall number of insured people in the 8 villages has increased compared to 2022, and only a few villagers did not participate due to special reasons. Taking the online reports of a decrease in the number of insured individuals in a village in Macheng, Hubei as an example, we conducted a survey. From the perspective of the number of insured individuals, the insurance situation in the village is still relatively good. 97.4% of the villagers have participated in basic medical insurance, but in fact, the number of insured individuals has increased compared to the previous year. Along with the adjustment of the insurance payment standards, the financial subsidies have been increasing year by year. In 2023, the individual payment standard for medical insurance for urban and rural residents in China is 380 yuan per person. Some people believe that the fee standard is relatively high, especially compared to the payment standard of 10 yuan per person when the New Rural Cooperative Medical Scheme was established in 2003, which has increased by 370 yuan. Regarding this, the National Medical Insurance Administration introduced that the individual contributions of residents and the investment of various levels of finance jointly form the fund pool of our country's basic medical insurance. In order to support the improvement of medical insurance service capabilities and levels, the government has adjusted the annual insurance payment standards for individual residents, and the government has also increased the subsidies for resident participation to a greater extent. Taking 2023 as an example, the total amount of individual contributions to medical insurance for urban and rural residents in China for the whole year was 349.7 billion yuan. The government provided 697.759 billion yuan in subsidies for resident contributions, and the annual expenditure of the resident medical insurance fund was 1042.3 billion yuan. The total annual expenditure of the resident medical insurance fund is 2.98 times the total amount paid by individual residents, and a large part of it is borne by financial subsidies.
