The reporter recently learned from the Ministry of Emergency Management that in order to further standardize the order of safety and technical training and assessment for special operation personnel, effectively curb the chaos of obtaining special operation certificates, and effectively improve the safety quality and skills of special operation personnel, the State Administration for Market Regulation and the Ministry of Emergency Management jointly carried out a special governance on safety and technical training and assessment for special operation personnel nationwide from March to October 2024. It is understood that there are still some prominent problems in the safety technical training and assessment of special operation personnel at present. For example, some institutions falsely promote that special operation certificates are passed or exempted, and even forge certificates; Some training institutions do not teach according to the outline and engage in training fraud; Some examination institutions (including examination points) do not have strict invigilation, do not distinguish between exams and trainees, condone, participate in, or even organize cheating among candidates; There are also individual training and examination institutions colluding with each other to sell certificates. In response to the above issues, this special governance has deployed five key tasks, including strict verification of the basic conditions of training and examination institutions, legal investigation and punishment of illegal training and assessment behaviors, legal investigation and punishment of false marketing behaviors, strengthening the main responsibility of the platform, and smooth complaint and reporting channels. It will strictly crack down on outstanding illegal behaviors in the field of safety and technical training and assessment for special operations personnel, eliminate a group of training institutions that do not meet the basic conditions and examination points with lax examination checks, investigate and handle a number of cases of training and examination fraud, false advertising, and illegal advertising, expose a number of typical cases of illegal and irregular behavior, widely promote training and assessment policies and regulations, and improve the quality of training and assessment.
