Through the coordinated deployment of the Standing Committee of the National People's Congress and the active promotion of the Standing Committee of the People's Congress of various provinces (autonomous regions, municipalities directly under the central government), on March 15th, all 31 provincial-level regulatory and normative document databases in China have been completed and put into operation. At present, the official websites of the People's Congress of various provinces (autonomous regions, municipalities directly under the central government) have set up dedicated column links to databases, which are open to the public for use. This is another powerful measure for the construction of China's normative document database, following the opening of the national legal and regulatory database in February 2021. The Standing Committee of the National People's Congress attaches great importance to the construction of provincial-level regulatory and normative document databases, and will include the promotion of provincial-level database construction in the annual work plan, which has been elaborated in this year's work report of the Standing Committee of the National People's Congress. "The comprehensive construction of a provincial-level regulatory and normative document database is an important measure to implement the major decisions and deployments of the Party Central Committee, a fundamental project to accelerate the construction of a rule of law China, an important entry point to improve the quality of filing and review work, and an effective path to solve the problem of standardizing normative documents, with milestone significance." The relevant person in charge of the Legal Work Committee of the Standing Committee of the National People's Congress stated that the comprehensive construction of a provincial-level regulatory and normative document database is conducive to further implementing the Party Central Committee's requirement of "including all normative documents in the scope of filing and review", and achieving full coverage of normative document filing; Beneficial for further improving the ability and quality of filing and review work, promoting the legalization and standardization process of normative document formulation work; Beneficial for practicing people's democracy throughout the entire process, ensuring that the people provide opinions and participate in supervision through database platforms; It is conducive to better serving the modernization of the national governance system and governance capacity, and helping to promote the comprehensive rule of law. Starting from the first half of 2021, the Standing Committee of the National People's Congress has focused on deploying and promoting the construction of provincial-level databases in Zhejiang, Guangdong, Chongqing, and Ningxia as pilot provinces based on the completion of the first phase of the national legal and regulatory database. On the basis of taking the lead in establishing provincial-level databases in four pilot provinces in September 2022, the Legal Work Committee of the Standing Committee of the National People's Congress began to promote the comprehensive construction of provincial-level regulatory and normative document databases nationwide. The standing committees of provincial people's congresses attach great importance to the construction of databases, conscientiously deploy, seize action, overcome difficulties, actively coordinate the efforts of various levels of people's governments, supervisory commissions, courts, procuratorates, and other parties to continuously promote database construction, and complete the construction task of the first phase of the national 31 provincial-level regulatory and normative document databases as scheduled, laying a solid foundation for improving the quality and efficiency of the next step of filing and review work. At present, the database has collected over 350000 local regulations, rules, and other normative documents at all levels. The stored documents horizontally cover the five major systems of local people's congresses, governments, supervisory commissions, courts, and procuratorates, and vertically cover the four levels of provinces, cities, counties, and townships.
