On March 11th, the second session of the 14th National People's Congress passed the newly revised Organization Law of the State Council. The Organic Law of the State Council is the basic law concerning the organizational and working systems of the State Council. In December 1982, the Fifth Session of the Fifth National People's Congress passed the current Constitution, and also at this session, the State Council Organic Law was passed. The Organization Law of the State Council, in accordance with the provisions, principles, and spirit of the Constitution, regulates the organizational and working systems of the State Council, and plays an important role in ensuring that the State Council fulfills its duties in accordance with the Constitution and the law. Over the past 40 years of implementation, the Organization Law of the State Council has not been amended. The revision of the State Council Organization Law is an inevitable requirement for the State Council to adhere to the comprehensive leadership of the Party and comprehensively strengthen its own construction in the new era. It is a institutional guarantee for the State Council to adhere to the fundamental purpose of putting the people at the center and serving the people wholeheartedly. It is an important aspect of comprehensively implementing the Constitution and building a rule of law government in the new era. It is a powerful measure to deepen the reform of the Party and state institutions, promote the modernization of the national governance system and governance capacity. Clarify the guiding ideology Adhere to the leadership of the CPC The 2018 Amendment to the Constitution clarifies that the leadership of the CPC is the most essential feature of socialism with Chinese characteristics. The 20th National Congress of the Communist Party of China put forward clear requirements for adhering to and strengthening the centralized and unified leadership of the Party Central Committee. The Opinion of the Central Committee of the Communist Party of China on Strengthening the Political Construction of the Party clearly states that the requirement of adhering to the comprehensive leadership of the Party will be included in the National Organization Law, and the institutional provisions of the Party's leadership will be improved to ensure that it always actively, independently, responsibly, and coordinated under the leadership of the Party.
