The National Medical Security Administration, together with relevant departments, recently issued the Notice on Carrying out the Special Action for Children to Participate in Basic Medical Insurance (referred to as the "Notice"), which clearly states that by the end of 2024, more than 80% of newborns will be insured in the year of birth; By the end of the 14th Five Year Plan period, the participation rate of children in social insurance has remained stable with an increase. Children's participation in basic medical insurance in accordance with the law is of great significance for ensuring their healthy growth and is also an important guarantee for the happy life of millions of families. Since the establishment of the medical insurance system for urban and rural residents in China, the number of children insured has steadily increased, with 256 million insured children in 2023. The steady increase in the number of children insured has played a fundamental and bottom-up role in safeguarding children's health rights and interests. But at the same time, there are also many insurance procedures for newborn babies, long process, a few parents' weak awareness of insurance, and some cities have not yet fully liberalized the restrictions on permanent children's registered residence registration. It is necessary to further consolidate consensus, form joint efforts of departments, and promote further improvement of children's insurance level. On the premise of maintaining a relatively stable policy for children's insurance, the Notice focuses on optimizing the insurance process for newborn children, simplifying the registration process, improving services, and proposing targeted work requirements. It requires all regions to implement the "one thing at birth" process, and encourages local exploration of applying for newborn insurance with a medical certificate of birth. At the same time, we will work together to optimize insurance policies and medical service supply, and promote children with registered residence registration from other places to participate in insurance in places of permanent residence and school registration.
