In terms of revitalizing tourism resource assets, we will promote the resolution of historical legacy problems, focus on solving the problem of "small capital occupying large resources", accelerate property rights system reform, and introduce strong strategic investors. For those that do not involve core tourism resources and have clear property rights, each city shall select at least one state-owned non cultural relic 4A level or above tourist attraction, and, under the premise of complying with relevant laws, regulations and policies, transfer the scenic area operation rights or business operation rights to private capital in a competitive allocation manner. A series of measures will be taken to promote the innovative development of the "cultural tourism+" industry, such as developing the night economy, encouraging and supporting public libraries, cultural centers, and museums with conditions to extend their opening hours, and creating a number of "urban study rooms" and "cultural stations" that integrate art exhibitions, cultural salons, and light food and beverage services; Relying on large-scale factories and industrial heritage, we will selectively construct industrial heritage parks and cultural industry parks to support enterprises in building tourist factories. In order to stabilize and expand the team of cultural and tourism talents, Shanxi will also accelerate the construction of Shanxi Cultural and Tourism Vocational University, focus on cultivating high-quality technical and skilled talents in the cultural and tourism industry, strengthen the construction of tour guide teams, purify the working environment of tour guides, and legally guarantee the remuneration of tour guides.
