The Opinion clarifies the mechanism for law enforcement linkage, strengthens the construction of medical supervision and law enforcement teams, establishes and improves a regular consultation mechanism, establishes a joint supervision and law enforcement work list, promotes cross departmental joint disposal of problem clues, establishes a major case supervision mechanism, strengthens the connection between administrative law enforcement and criminal justice, and establishes a sound mechanism for the coordinated use of supervision and law enforcement results. Establish sufficient linkage between administrative administrative, administrative criminal, and superior and subordinate departments. In the interpretation released by the National Health Commission, it is pointed out that multiple departments have collaborated at the national level to carry out special governance work such as medical chaos, accumulating practical experience in law enforcement linkage in the field of medical supervision. Local departments have achieved good results in the joint law enforcement process, and have also formed a strong deterrent at the social level. On the basis of preliminary work, in order to consolidate the cooperation between medical supervision and law enforcement departments and form a long-term mechanism for cross departmental joint supervision and law enforcement, the Opinion is hereby issued. The Opinion requires joint efforts to carry out special rectification of prominent issues in medical practice activities. For key practice activities such as medical cosmetology, assisted reproduction, health examination, medical examination, and Internet medicine, as well as illegal behaviors such as fetal gender identification and sex selection for artificial termination of pregnancy, reselling birth medical certificates or issuing false birth medical certificates, and illegal drug recycling that are not medically necessary, we organized joint special rectification. In addition, we will severely crack down on behaviors that disrupt the order of fair medical treatment. Local public security, health, and traditional Chinese medicine departments at all levels shall investigate and investigate the activities of "medical childcare", "drug traffickers", "black rescuers", and "black caregivers" within and around medical institutions, as well as medical rumors and malicious hype. Those who disrupt normal medical order and constitute violations of public security management shall be punished for public security management by the public security organs in accordance with the law. Those suspected of committing crimes shall be investigated for criminal responsibility by the judicial organs in accordance with the law.
