Data Element x Transportation: Intelligent Transportation Construction Starts "Acceleration"
2024-03-08
Efficient logistics transportation, convenient travel experience, and accelerated implementation of intelligent connected vehicle applications... Currently, data elements provide important assistance in the construction of smart transportation. The National Data Administration and 17 other departments recently issued the "Three Year Action Plan for Data Element X (2024-2026)" (hereinafter referred to as the "Action Plan"), proposing the implementation of the "Data Element X Transportation" action, including improving the efficiency of multimodal transportation, exploring the value of data reuse, and promoting the innovative development of intelligent connected vehicles, to accelerate the construction of smart transportation. The Action Plan for Improving Multimodal Transport Efficiency mentions "enhancing the efficiency of multimodal transport". Multimodal transportation refers to the coordination, transformation, and connection of different transportation modes such as highways, railways, and shipping, forming an efficient and convenient comprehensive transportation system. It has the characteristics of a long industrial chain, high resource utilization, and good comprehensive benefits. On the eastern coast, trains carrying large construction machinery products depart from the Huaihai International Land Port Railway Distribution Center in Xuzhou City, Jiangsu Province. In just half a day, these devices will arrive at the port of Lianyungang and be transported to the international market by sea. According to the relevant person in charge of Xuzhou Huaihai International Land Port Operation Co., Ltd., at the end of 2021, the Xuzhou Lianyungang sea rail intermodal train will be launched for the first time. Convenient services such as "railway box drainage", "one order system", and "sea rail intermodal transportation+direct loading upon arrival" have improved the efficiency and convenience level of train transportation, and reduced the comprehensive logistics costs of enterprises. In the western inland region, Guizhou Province's Guiyang International Land Port, located in mountainous areas, is bustling with activity. Railway tracks lead to distant places, and trucks loading and unloading containers continue to flow in an endless stream. In May 2023, Guiyang International Land Port took Nansha Port in Guangzhou, Guangdong Province as the port, optimizing customs clearance and port allocation and other links. The goods have completed declaration, inspection, and release in Guiyang, and the original containers have quickly entered and exited Nansha Port in Guangzhou, achieving a fast customs clearance model of cross provincial rail sea intermodal transportation through one port. "We are equivalent to moving the seaport inland, transporting goods to coastal ports through railway transportation, and directly loading them for sea transportation, achieving rail sea intermodal transportation." Zhou Bin, Deputy General Manager of Guiyang International Land Port Co., Ltd., introduced that this service can compress customs clearance time by 50% and save 3 to 5 days of transportation time. Promoting the high-quality development of multimodal transportation is an important part of optimizing and adjusting the transportation structure, building a modern comprehensive transportation system, and accelerating the construction of a transportation power. According to data from the Ministry of Transport, as of October 2023, a total of 116 "National Multimodal Transport Demonstration Projects" have been established nationwide, covering basically the national comprehensive transportation hub cities and the main framework of the national comprehensive three-dimensional transportation network. The demonstration projects applied for acceptance nationwide have actually completed an investment of over 20 billion yuan, driving over 1000 upstream and downstream enterprises to participate in multimodal transportation related work, providing important support for smooth domestic and international economic circulation. In 2022, the demonstration project completed a total of approximately 7.2 million TEUs of container multimodal transportation, reducing logistics costs by over 10 billion yuan compared to road transportation. On February 28th, Li Xiaopeng, Minister of Transport, stated at a press conference that the Ministry of Transport will vigorously develop the "one unit system" and "one box system" of multimodal transportation and accelerate the completion process
