The novel "Silent Spring", created in 1962, depicts the sudden changes in a beautiful village with a fable like opening. The novel reveals the reality and serious consequences of environmental pollution, and also triggers people's thinking about the crisis of environmental pollution. Silent Spring first presented the concept of "environmental protection" to the world, triggering environmental movements in the United States and even around the world. It is regarded as the beginning of the global environmental movement, and is widely believed internationally to directly promote the achievement and signing of the Stockholm Convention. The interview with Lv Zhongmei, a representative of the National People's Congress, Vice Chairman of the National People's Congress Environment and Resources Committee, and Vice President of the China Law Society, started with this novel. In Lv Zhongmei's view, establishing "good laws" for "Beautiful China" is the mission of compiling an ecological and environmental code. Compiling an ecological and environmental code with Chinese characteristics and style is China's contribution to the world. Years of research have provided solid theoretical support. In 1979, China formulated its first environmental protection law. The environmental law that Lv Zhongmei was first exposed to during her student years was this law. As for the compilation of environmental codes, scholars conducted specialized research at the beginning of this century to demonstrate their necessity. In Lv Zhongmei's view, the research results of over 40 years of environmental code compilation can provide solid theoretical support for today's ecological environment code compilation. Before being elected as a representative of the 14th National People's Congress, Lv Zhongmei served as a representative of the 10th, 11th, 12th National People's Congress, and a member of the 13th National Committee of the Chinese People's Political Consultative Conference. Over the years, she has been constantly advocating for the compilation of an ecological and environmental code. But she also knows that this will be a long process. In 2017, the Environmental Resources Law Research Association of the China Law Society, chaired by Lv Zhongmei, officially launched the major project of "Environmental Code Compilation Research" just after the completion of the new term. This project includes three sub topics: "Translation of Foreign Environmental Code", "Research on Basic Theory of Environmental Code Compilation", and "Expert Suggested Draft of Environmental Code (Draft)". After more than five years of effort and the collaboration of nearly 200 experts and scholars across the country, the first stage of the research task has been successfully completed.
