Recently, the All China Federation of Supply and Marketing Cooperatives issued a notice on making every effort to do a good job in the supply of spring plowing agricultural materials in 2024, requiring the entire system to resolutely implement the decisions and deployments of the Party Central Committee and the State Council on ensuring the supply and stable price of agricultural materials, fully leverage the role of supply and marketing cooperatives as the main force in the circulation of agricultural materials, learn and apply the experience of the "Ten Million Project", and make every effort to do a good job in the supply of spring plowing agricultural materials, laying a solid foundation for achieving a bumper summer harvest. The Notice requires that supply and marketing cooperatives at all levels should guide systematic agricultural input enterprises to carefully analyze and judge the spring agricultural production situation, understand changes in planting structure, and conduct surveys on fertilizer and drug demand; To promote the active integration of production and sales among agricultural input enterprises in the system, accelerate the progress of procurement and reserve of goods, and increase the procurement of green, efficient, and marketable agricultural input products; Advance coordination and implementation of railway, highway, and waterway transportation plans, focus on cross regional adjustment and transportation of agricultural inputs, timely delivery to grassroots network points, and fully guarantee the supply of agricultural inputs. Especially in response to the current situation of spring plowing and preparation, it is necessary to prepare in advance for the procurement and storage of fertilizers and medicines for key crops, and coordinate the response to the adverse effects of rain, snow, and freezing weather on the transportation of agricultural inputs, ensuring that the supply of spring plowing agricultural inputs is sufficient and in place. Supply and marketing cooperatives at all levels should take the "green agricultural inputs" upgrading action as the starting point, guide and promote the further innovation of service methods and means for systematic agricultural input enterprises, broaden the connotation of agricultural input management services, provide farmers with productive full process custody services and convenient and thoughtful agricultural socialized services such as formula fertilization, unified prevention and control, and agricultural machinery operation according to local conditions, and promote the transformation of systematic agricultural input enterprises into modern agricultural comprehensive service providers. To comply with the new situation and requirements of green agricultural development, we need to further expand the supply of environmentally friendly and high-quality agricultural inputs such as water-soluble fertilizers, organic fertilizers, formula fertilizers, microbial fertilizers, and high-efficiency, low toxicity, and low residue pesticides. We need to continuously increase the sales of green agricultural inputs and promote the reduction and increase of chemical fertilizers and pesticides. All levels of supply and marketing cooperatives should accelerate the implementation of the special plan for the construction of the national supply and marketing cooperative agricultural input network system, cultivate and strengthen high-quality agricultural input enterprises, accelerate the construction of modern agricultural input storage facilities, strengthen the construction of county-level agricultural input circulation networks, and enhance the system's ability to ensure the supply of agricultural inputs. To promote the sinking of sales channels for agricultural inputs enterprises, optimize network layout, extend service chains, continuously improve network coverage and terminal distribution capabilities, focus on bridging the "last mile" of agricultural inputs supply, accelerate the entry of agricultural inputs into stores, villages and households, ensure sufficient supply of goods in terminal sales outlets, and ensure that spring plowing peak season does not run out of stock, continues to stall, and does not miss the agricultural season. Supply and marketing cooperatives at all levels should guide systematic agricultural input enterprises to actively take on responsibilities, conscientiously reserve and invest important agricultural inputs such as fertilizers, pesticides, and seeds, and complete national and local storage tasks with quality and quantity assurance. We need to further improve and perfect the agricultural input reserve system, promote the construction of a credit system for systematic agricultural input enterprises, strive to reduce the cost of agricultural input procurement and circulation costs, and make more efforts to benefit farmers. At present, the national supply and marketing cooperative system is accelerating procurement and transportation, innovating service methods, leveraging the advantages of supply and marketing cooperatives in having a wide range of locations and being close to the grassroots, and accelerating the transportation of agricultural inputs to over 200000 grassroots branches, making it convenient for farmers to purchase at any time. At the same time, there are over 4500 agricultural input enterprises, more than 60000 crop hospitals, and more than 17000 agricultural service centers in the entire system
